[시사뉴스 김대우 기자] 포항상공회의소(회장 문충도)는 11월 9일(수) 포스코국제관 1층 대회의실에서 상공의원, 회원업체 대표 및 임원, 중소기업 대표 및 여성기업인들이 참석한 가운데 배영자 건국대학교 정치외교학과 교수를 초빙하여 「미⋅중 기술 패권 경쟁과 한국의 대응 전략」이라는 주제로 경제아카데미 3주차 강의를 진행하였다.
청와대 안보수석실 자문위원과 통일부 정책자문 위원을 역임한 후 현재는 외교부 정책자문위원으로 활동하고 있는 배영자 교수는 강의를 통해 “미국과 중국의 기술 패권 경쟁은 2015년을 전후로 중국정부의 '中国制造2025'비전에서부터 분위기가 형성되면서, 미국 기업에 대한 공격적인 인수합병이나 불법적 기술 유출을 통해 중국 기술혁신이 이루어지고 있으며, 이는 미국 첨단 산업에 위협적이고 경제적 침략인 동시에 군사적 위협이라는 인식이 형성되었다”고 밝혔다.
이어 “수출 규제는 어느 정도 효과적이었으나 이러한 수출규제로 피해를 보는 미국기업들의 목소리가 들리기 시작하고 있어 얼마나 오랫동안 수출규제가 지속될 수 있을지 의문시되고 있다”고 하였다.
이와 함께“반도체 산업의 사례에서 잘 드러나듯 기술은 한국의 세계정치경제 위상을 구성하는 가장 중요한 요소가 되었다”면서,“이러한 측면에서 기술혁신은 한국 외교전략의 핵심적인 부분이 될 수 밖에 없으며, 인공지능을 위시한 신기술의 부상과 미⋅중 패권경쟁시기에 기술혁신과 외교가 상호 침투하여 결합된 국가전략이 모색되어야 한다”고 강조하였다.
한편, 다음 4주차 강의는 11월 16일(수) 이동채 ㈜에코프로 회장을 초청하여‘이차전지 사업동향과 신성장산업’이라는 주제로 진행될 예정이다.

Professor Bae Young-ja, who served as a senior presidential security adviser and policy advisor to the Ministry of Unification, said in a lecture, "The competition between the U.S. and China's technological supremacy has formed an atmosphere since the Chinese government's vision of 2025 around 2015."
"Export regulations have been effective to some extent, but as the voices of U.S. companies suffering from these export regulations are beginning to be heard, it is questionable how long export regulations can continue," he said.
At the same time, technology has become the most important factor in Korea's global political and economic status, he said. "In this respect, technological innovation should be a key part of Korea's diplomatic strategy.
Meanwhile, the next fourth week's lecture will be held on November 16 (Wed) under the theme of "Secondary Battery Business Trends and New Growth Industries" by inviting Lee Dong-chae, chairman of EcoPro Co., Ltd.
