[시사뉴스 정윤철 기자] 울산 중구(구청장 김영길)가 ‘누구나 살고 싶은 종갓집 중구’ 실현을 위한 민선 8기 공약을 최종 확정해 발표했다.
울산 중구의 민선 8기 공약은 ▲사람과 돈, 기업이 모이는 중구(14개) ▲따뜻하고 행복한 주민 복지 실현(16개) ▲누구나 살고 싶은 도시(13개) ▲성숙한 문화관광 도시(10개) ▲구민의 삶의 질을 향상(13개) 등 총 5대 분야 66개다.
각 분야별로 살펴보면 먼저 ‘사람과 돈, 기업이 모이는 중구’ 분야에서는 ▲미래형 제2혁신도시 조성 ▲태화시장 공영주차타워 설치 ▲태화강국가정원 인근 공영주차장 확충 ▲청년 특성 야시장 운영 등을 추진한다.
‘따뜻하고 행복한 주민 복지 실현’분야에서는 ▲출산산모 산후조리비 지원 ▲공공 실버타운 조기 추진 ▲노인복지관 건립(중부권) ▲독거노인 등 고독사 방지 시스템 설치 확대 등을 시행한다.
‘누구나 살고 싶은 도시’ 분야에서는 ▲반려동물과 함께하는 가족 공원 조성 ▲혁신도시 연결 남북도로 확장(재개발구역) ▲개발제한구역 해제 추진 ▲울산교 배달의 다리 수변노천 찻집(카페) 운영 등을 추진한다.
‘성숙된 문화관광 도시’분야에서는 ▲조선통신사 이예기념관 건립 ▲전국 거리음악(버스킹) 축제 개최 ▲울산 중구 웹툰 창작공간(팩토리) 육성 ▲태화강국가정원 주변 여행자 숙박시설(게스트하우스) 육성 등을 구상하고 있다.
마지막으로 ‘구민의 삶의 질을 향상’ 분야에서는 ▲반구1동 행정복지센터 확장 및 이전 ▲구민의 질문에 구청장이 답한다 정례화 ▲혁신도시 배후 고등학교 유치 ▲실내 종합체육관 건립 등을 추진한다.
이번에 확정된 공약은 「울산광역시 중구 구청장 공약사항 관리 조례」에 따라 중구청 누리집에서 확인할 수 있다.
한편 중구는 공약을 확정하기 위해 앞서 지난 8월과 9월 두 차례에 걸쳐 공약 보고회를 개최하고, 공개모집과 무작위 추첨을 통해 공약 이행 상황을 객관적으로 점검할 공약이행평가단을 선발·위촉했다.
또 공약 실천 과정의 투명성과 민주성을 강화하고 공약을 보다 체계적으로 관리하기 위해 울산 최초로 「울산광역시 중구 구청장 공약사항 관리 조례」를 제정했다.
중구는 앞으로 공약사항 추진상황 자체평가, 추진상황 보고회, 이행평가단 회의 등을 열고 공약 이행 상황을 점검할 예정이다.
김영길 중구청장은 “주민들이 일상생활에서 직접 체감할 수 있는 생활 밀착형 공약들을 확정했다”며 “구민과의 약속을 반드시 지키기 위해 다양한 공약 사업을 내실 있게 추진해 나가겠다”고 전했다.

Ulsan Jung-gu has 66 pledges in five major areas: ▲ Jung-gu (14), where people, money, and companies gather, ▲ Realize warm and happy residents' welfare (16), ▲ Cities where everyone wants to live (13), ▲ Mature Culture and Tourism (10), ▲ Improve the quality of life of residents (13).
In each field, ▲ Creating a future second innovative city ▲ Establishing a public parking tower in Taehwa Market ▲ Expansion of public parking lots near Taehwa River National Garden ▲ Operation of a youth-specific night market will be promoted.
In the field of "realizing warm and happy residents' welfare," ▲ Supporting postpartum care costs for mothers and mothers ▲ Early promotion of public silver towns ▲ Building a welfare center for the elderly (central region) ▲ Expansion of installation of a system to prevent lonely deaths such as the elderly living alone.
In the "City Everyone Want to Live" field, ▲ Creation of a family park with pets ▲ Expansion of the north-south road (redevelopment zone) connecting innovative cities ▲ Release of the development restriction zone ▲ Operation of an open-air tea house (café) at the bridge of Ulsan Bridge.
In the "Mature Culture and Tourism City" field, ▲ Construction of the Chosun News Agency Yiye Memorial Hall ▲ Holding a nationwide street music (busking) festival ▲ Development of a webtoon creative space (factory) in Jung-gu, Ulsan ▲ Development of tourist accommodation (guesthouse) around the Taehwagang National Garden.
Finally, in the field of "improving the quality of life of residents", the head of the Gu answers questions from the ▲ residents who expanded and relocated the ▲ Banghae 1-dong Administrative Welfare Center. Regularization ▲ Attraction of high schools behind innovative cities ▲ Construction of an indoor gymnasium will be promoted.
The pledges confirmed this time can be found on the website of Jung-gu District Office in accordance with the Ulsan Metropolitan City Ordinance on the Management of Pledge Matters.
Meanwhile, Jung-gu District Office held two pledge reports in August and September to confirm the pledge, and selected and commissioned a pledge fulfillment evaluation team to objectively check the implementation of the pledge through open recruitment and random draw.
It also enacted the Ulsan Jung-gu District Mayor's Pledge Management Ordinance for the first time in Ulsan to strengthen transparency and democracy in the process of implementing pledges and manage pledges more systematically.
In the future, Jung-gu District will hold self-evaluation of the progress of the pledge, a report meeting on the progress of the promotion, and a meeting of the implementation evaluation team to check the implementation of the pledge.
