[시사뉴스 김재홍 기자] 영양군(군수 오도창)은 올해 8월 4일 입국한 결혼이민자의 4촌 이내 가족으로 구성된 외국인 계절근로자 23명이 금년도 사업을 마무리하고 11월 1일 본국으로 출국했다고 밝혔다.
군은 일손부족문제 해소와 영양군에 거주하고 있는 다문화가족의 안정적인 정착을 위하여 올해 처음으로 영양군다문화가족지원센터와 협업하여 결혼이민자의 4촌 이내 가족 및 친척으로 구성된 외국인 계절근로자를 도입했다.
결혼이민자 가족초청방식은 서류준비가 복잡하고 근로자가 다양한 국가 및 지역에 분포하고 있어 입출국 관리에 어려움이 있는 등 MOU도입 방식에 비해 절차가 까다로워 전년도까지 사업 추진을 검토하여 금년도에 처음으로 추진하게 됐다.
사업에 참여한 대천리 이00농가는“농번기 일손구하기가 힘들었는데 군에서 아내의 동생 부부를 입국시켜 일손도 해결했으며, 또한 노동의 대가지만 경제적 지원하게 되어 아내가 많이 행복해하는 모습을 보니 더욱 뿌듯하다.”며 거듭 감사의 말을 전했다.
이번에 출국하는 계절근로자 NGUYEN VAN DU씨도“코로나19로 인해 몇 년 동안 누나를 만나지 못해서 아쉬웠는데 이렇게 누나 집에서 일하며 돈을 벌수 있게 되어 너무나 기쁘며 내년에도 꼭 다시 오고 싶다.”고 말했다.
오도창 영양군수는“외국인 계절근로자사업은 농번기 인력부족문제 해결에 많은 도움이 되고 있으며, 특히 결혼이민자의 가족 초청 외국인 계절근로자의 경우 농번기 인력문제 해결뿐만 아니라 다문화가족의 안정적인 국내 정착에도 기여하고 있어 향후 지속적으로 확대하여 추진하겠다.”고 말했다.
군은 금년도에 코로나19 등으로 인해 외국인 계절근로자사업이 지연되어 C-4(90일 이내) 비자로 사업을 추진했으나 내년도에는 결혼이민자 가족 초청 계절근로자는 150일간 체류할 수 있는 E-8 비자로 추진하며 도입인원도 더욱 확대할 계획이라고 밝혔다.
한편 영양군에서는 올해 8월초부터 세 차례에 걸쳐 285명의 외국인 계절근로자가 입국했으며, 금년도 사업을 마무리하고 11월 1일부터 11월 11일까지 순차적으로 전원 출국할 계획이다.

The marriage immigrant family invitation method is more difficult than the MOU introduction method, such as complicated document preparation and difficulty in managing entry and exit because workers are distributed in various countries and regions.
Daecheon-ri Lee 00 farmer, who participated in the project, said, "It was difficult to save hands during the busy farming season, but the military sent my wife's younger brother and wife to the country to solve the work. I am more proud to see her happy."
NGUYEN VAN DU, a seasonal worker departing this time, also said, "It was a shame that I couldn't meet my sister for several years due to COVID-19, but I'm so happy to be able to make money working at my sister's house and I really want to come back next year."
"The foreign seasonal worker project is very helpful in solving the shortage of workers during the busy farming season, especially for foreign seasonal workers invited by marriage immigrants, it contributes not only to the manpower problem during the busy farming season but also to stable domestic settlement," said Oh Do-chang, head of Yeongyang County.
The county said it plans to push for a C-4 visa this year due to the delay in the foreign seasonal worker project due to COVID-19, but plans to further expand the number of introduced workers by next year by promoting an E-8 visa that allows families of marriage immigrants to stay for 150 days.
Meanwhile, 285 foreign seasonal workers have entered the country three times since early August this year, and all of them plan to leave the country sequentially from November 1 to November 11 after completing this year's project.
