[시사뉴스 정윤철 기자] 울산시는 민선8기 제2차 실용적 행정조직 개편을 위한 「행정기구 설치 조례 개정안」을 10월 20일 입법 예고했다고 밝혔다.
이번 조직 개편은 시민 중심의 실용적 행정조직 재편과 증원 없는 조직 내실화에 중점을 두고 추진된다.
주요 골자는 ▲민생안전을 위한 효율성 있는 조직 개편 ▲산업부흥과 노동·일자리 조직 개편 ▲공직사회 무한경쟁체제 적극 도입 등이다.
울산시 관계자는 “민선8기 시정 철학을 반영해 공약 이행을 뒷받침 할 조직체계 구축을 위해 이번 행정기구 설치 조례 개정안을 마련했다.”며 “시민을 위해 실용적이고 증원 없는 조직 내실화에 중점을 두고 조직개편을 단행하겠다”라고 밝혔다.
한편 울산시는 중간관리자 대외직명을 ‘담당’에서 ‘팀장’으로 변경하고, 시민 이해도 제고와 기구명칭 간소화를 위하여 4국 11과 38팀의 기구명칭을 변경한다. 이번 「조례안」은 10월 20일자로 입법예고 되어 시 의회 의결을 거쳐 내년 1월 1일자로 시행된다.

"We have prepared a revision to the ordinance to establish an organizational system to support the implementation of the pledge by reflecting the philosophy of the 8th civil election," an Ulsan city official said. "We will reorganize our organization with a focus on internalizing practical and no reinforcements for citizens."
Meanwhile, Ulsan-si will change the external name of the middle manager from "in charge" to "team leader" and change the name of the organization of the 11th and 38th teams in four countries to improve citizens' understanding and simplify the name of the organization. The ordinance bill will be announced on October 20 and will take effect on January 1 next year after a resolution by the city council.
