[시사뉴스 정윤철 기자] 울산시는 최근 계속되고 있는 북한의 미사일 도발에 따른 대응태세를 확립을 위해 ‘공습경보 등 비상사태 발생 시 대응 및 시민행동요령’을 안내한다고 밝혔다.
북한이 지난 11월 2일 북방한계선(NLL) 이남 공해상으로 탄도미사일을 발사해 울릉도에 공습경보가 발령되었으며, 7일 북한 총참모부 보도를 통해 지난 2일부터 5일까지 울산 앞바다로 전략순항미사일을 2발을 발사했다고 주장했으나 우리 군 합동참모본부에서는 포착‧탐지된 것은 없어 사실과 다르다고 밝힌 바 있다.
이와 관련해 울산시는 갑작스러운 공습경보 발령과 비상사태에 대비한 민방위 주민대피시설 점검에 나섰다.
또, 북한의 각종 도발 시 행동지침(매뉴얼) 점검과 민방위 경보통제소 비상근무 강화 등의 조치를 취하는 등 비상대비태세를 강화하고 있다.
민방공 경보(공습경보)는 적의 미사일 등에 의한 공격이 예상되거나 공격 중일 때 시민들에게 신속히 전파하기 위한 것으로 민방공 경보체계를 통해 전파된다.
중앙민방위통제센터에서 공습경보가 발령되면 울산시 상황전파시스템에 따라 울산 관내 80개소 민방위 경보 단말기에서 3분간 사이렌이 울림과 동시에 라디오·티브이(TV)·확성기 등으로 경보방송을 하고 긴급재난문자가 발송된다.
시민들은 공습경보가 발령되면 가장 가까운 민방위 주민대피시설로 신속히 대피하여야 하며 민방위 주민대피시설을 찾을 수 없는 경우 주변의 지하 시설로 우선 대피하면 된다. 운행 중인 차량은 가까운 빈터나 도로 오른쪽에 세운 후 대피하여야 한다.
울산시 민방위 주민대피시설은 484개소로 대규모 건물·아파트 지하로 지정되어 있으며 대피소 위치는 ‘안전디딤돌’ 앱과 인터넷 ‘국민재난안전포털’에서 확인할 수 있다.
위급상황에 즉각적인 대응을 할 수 있도록 사전에 ‘안전디딤돌’ 앱을 설치하여 대피소 찾기는 물론 각종 재난 시 국민행동요령을 알아두는 것이 좋다.
김두겸 시장은 “울산은 원전과 석유화학단지가 밀집하고 있어 북한의 최우선 공격목표대상으로 분류되고 있기 때문에 만일의 사태에 대한 철저한 대비로 시민들의 생명과 안전을 보호하도록 노력하고 있다.”며 “시민들께서도 개인의 안전은 스스로 지킬 수 있도록 안전에 대한 관심을 갖고 비상시에는 울산시의 지시에 적극적으로 따라 줄 것을 당부드린다.”라고 말했다.

North Korea fired a ballistic missile into the open sea south of the Northern Limit Line (NLL) on November 2nd, and an air raid warning was issued on Ulleungdo Island, and the North's General Staff reported on the 7th that it fired two strategic cruise missiles off Ulsan from the 2nd to the 5th, but the South's Joint Chiefs of Staff said it was not detected.
In this regard, Ulsan City has started to inspect civil defense residents' evacuation facilities in preparation for sudden air raid warnings and emergencies.
It is also strengthening its emergency preparedness by checking the guidelines for action (manual) in case of various provocations by North Korea and strengthening emergency work at the Civil Defense Alert Control Center.
Civil air defense warnings are intended to spread quickly to citizens when attacks by enemy missiles are expected or under attack, and are spread through the civil air defense warning system.
If an air raid warning is issued at the Central Civil Defense Control Center, sirens will sound at 80 civil defense warning terminals in Ulsan for three minutes, broadcast alarms on radio, TV, and loudspeakers, and emergency disaster text messages will be sent.
Citizens should quickly evacuate to the nearest civil defense evacuation facility when an air raid warning is issued, and if a civil defense evacuation facility cannot be found, they can first evacuate to the surrounding underground facilities. Vehicles in operation shall be evacuated after being parked on the right side of a nearby vacant lot or road.
There are 484 civil defense evacuation facilities in Ulsan, designated as underground buildings and apartments, and the location of the evacuation center can be found on the "Safety Dimdol" app and the Internet "National Disaster Safety Portal."
In order to respond immediately to emergency situations, it is recommended to install a "safety stepping stone" app in advance to find evacuation centers as well as to know how to take public action in case of various disasters.
Mayor Kim Doo-kyum said, "Ulsan is classified as the top target of North Korea's attack due to the concentration of nuclear power plants and petrochemical complexes, so we are trying to protect citizens' lives and safety in case of an emergency."
