[시사뉴스 정윤철 기자] 울산시가 오는 10월부터 주택건설사업의 통합심의 추진을 통한 신속한 주택 공급으로 주택 시장 안정화에 나선다.

울산시에 따르면 대규모 주택건설사업 승인을 위한 사전 절차로「국토의 계획 및 이용에 관한 법률」에 따른 도시계획 심의, 「도시교통정비촉진법」에 따른 교통영향평가 심의, 「경관법」에 따른 경관위원회 심의, 「건축법」에 따른 건축위원회 심의 등 4가지가 있다.

이들 절차는 각각의 개별위원회에서 순차적으로 진행됨에 따라 사업승인을 위해 최장 10개월까지 시간이 소요된다.

이 같은 심의 장기화는 지가상승과 금융비용 증가로 인한 사업성 악화와 분양가 상승으로 이어져 시민의 주택구입 비용증가는 물론 주택공급 지연 등 주택 시장의 불안 요소 중 하나로 작용해 왔다.

이에 울산시는 9월 중 통합심의위원회 운영 규정을 제정하고, 오는 10월부터 울산시의 사업계획승인대상인 500세대 이상 주택건설사업부터 통합심의를 우선 시행한다는 계획이다.

통합심의를 실시하면 주택건설 사업자가 신청한 통합심의를 담당 부서협의와 심의위원 검토를 거쳐 통합심의위원회에 상정하고 심의를 진행한다.

통합심의의 경우 개별 심의와 비교해 깊이 있는 검토가 어렵다는 우려가 있으나, 관련 부서 협의와 심의위원 사전검토를 2회 실시해 사업자가 보완한 후 심의에 상정토록 함으로써 충분한 내용 검토가 가능할 것으로 전망하고 있다.

또 통합심의가 접수될 경우 회의 개최 시마다 개별 위원회 위원장의 추천을 받은 위원을 통합심의 위원으로 구성해 보다 합리적이고 심도 있는 심의를 개최한다는 계획이다.

울산시는 통합심의 제도가 도입되면 종전 대비 7개월 줄어든 최대 3개월이면 심의가 완료돼 10월에 심의 접수하는 경우 12월까지 심의가 완료될 것으로 전망하고 있다.

특히, 통합심의를 통해 기존의 개별 심의 과정에서 보완 조치가 내려질 경우 이미 완료한 심의를 다시 받아야 하는 비효율적인 문제가 없어질 것으로 기대된다.

분야별로 상충 되는 사항에 대해서도 도시계획, 교통, 경관, 건축 각 분야의 전문가가 상호 보완해 즉각적으로 협의할 수 있어 가장 합리적인 해결 방안을 모색할 수 있을 것으로 보인다.

울산시는 내년 상반기에는 구·군 사업계획승인 대상(500세대 미만)에 대해서도 도시·교통·경관·건축 심의 중 어느 하나라도 울산시 심의 대상에 해당할 경우 통합심의 하는 것으로 확대 추진한다는 계획이다.

울산시 관계자는 “도시·교통·경관·건축위원회 4개 분야를 통합해 심의하는 광역지자체는 대전시에 이어 두 번째이다.”며 “앞으로도 건축·주택 분야의 불필요한 규제를 지속적으로 발굴해 시민들이 체감할 수 있는 행정 서비스를 적극 추진해 나가겠다”라고 말했다.

Starting in October, Ulsan City will stabilize the housing market by quickly supplying housing through the integrated review of housing construction projects.

According to Ulsan City, there are four preliminary procedures for approval of large-scale housing construction projects: urban planning deliberation under the National Land Planning and Utilization Act, traffic impact assessment under the Urban Traffic Improvement Promotion Act, landscape committee deliberation under the Landscape Act, and construction committee deliberation under the Building Act.

As these procedures are carried out sequentially by each individual committee, it takes up to 10 months for project approval.

The prolonged deliberation has led to worsening business feasibility and rising sales prices due to rising land prices and financial costs, which has served as one of the unstable factors in the housing market, including rising housing costs for citizens and delayed housing supply.

In response, Ulsan City plans to enact regulations for the operation of the Integrated Review Committee in September and implement integrated deliberation first from October on housing construction projects for 500 households or more, which are subject to Ulsan City's business plan approval.

If the integrated review is conducted, the integrated review applied by the housing construction operator will be submitted to the integrated review committee after consultation with the department in charge and review committee.

In the case of integrated review, there are concerns that it is difficult to review in depth compared to individual review, but it is expected that sufficient review will be possible by conducting consultations with related departments and preliminary reviews twice.

In addition, if an integrated review is received, the committee plans to organize a more reasonable and in-depth review by forming a member recommended by the individual committee chairman at each meeting.

The Ulsan Metropolitan Government predicts that if the integrated review system is introduced, the review will be completed in up to three months, down seven months from the previous one, and if it receives the review in October, the review will be completed by December.

In particular, if supplementary measures are taken in the existing individual deliberation process through integrated deliberation, it is expected that the inefficient problem of having to receive the already completed deliberation will be eliminated.

Experts in various fields of urban planning, transportation, landscape, and architecture can supplement each other and immediately consult on conflicting matters, which is expected to lead to the most reasonable solution.

In the first half of next year, Ulsan City plans to expand the approval of the district and county business plans (less than 500 households) to an integrated review if any of the city, transportation, landscape, or architectural deliberations are subject to Ulsan City's deliberation.

An official from Ulsan City said, "It is the second metropolitan local government to integrate and deliberate on four areas of the city, transportation, landscape, and construction committee after Daejeon City."
