[시사뉴스 강영진 기자] 대구 달서구(구청장 이태훈)는 23일 보건복지부 주관 “2022년 아동학대 공공 대응체계 구축” 평가에서“전국1등, 대상”을 수상했다고 밝혔다.
이번 평가는 전국 시도 및 229개 시군구를 대상으로 했으며, 달서구는 2020년 대상에 이어 2회째 대상을 받았다. 평가지표는 아동학대전담공무원 배치 및 지원, 아동학대 대응체계 내실화, 우수사례 등으로 달서구는 평가지표 모두에 높은 점수를 받았다.
주요 우수사례로 “달서 아이 ON 24 사업”을 통한 달서구형 아동보호인적안전망 구축, “달서구 새싹아동지키기 사업”을 통한 고위험 피해아동 논스톱 지원시스템 구축, 피해아동 및 가족기능회복을 위한 “부모 양육코칭지원”, “전담의료기관 3개소 지정”, “찾아가는 아동학대 예방 교육 및 캠페인”등을 집중 추진해 아동학대 신고건이 작년대비 24% 이상 감소하는 성과를 냈다.
또한, 아동학대 조사 전담출동차량 확충, 아동학대 조사 상담실 별도 마련, 아동학대 전담 공무원 재택당직수당 신설 등 아동학대 조사를 위한 인프라 구축과 직원 복지 향상에 노력한 점이 인정을 받았다.
한편, 달서구는 아동학대 조사 공공화 사업 선도 지역으로, 2020년 7월 아동보호팀을 신설해 아동보호 유관기관 업무협약 및 협업을 통해 타시군구보다 아동학대 조사업무를 선제적으로 추진했다. 2021년 6월 유니세프 인증 대구 최초 아동 친화도시이다.
이태훈 달서구청장은 “달서구 아동보호를 위해 수고해주신 유관기관과 전담공무원에게 감사를 전하며, 학대로 고통 받는 아동이 없도록 더욱 세심하게 업무를 살펴 나가겠다. 아동이 존중받고 안전한 아동중심 달서구를 만들어 나가겠다”고 밝혔다.

Major best practices include establishing a human safety net for children in Dalseo-gu through the Dalseo Child ON 24 Project, establishing a non-stop support system for high-risk children through the Dalseo-gu Sprout Child Protection Project, "Parent Coaching Support," "Designation of 3 dedicated medical institutions" and "Campaign to prevent child abuse."
In addition, it was recognized for its efforts to build infrastructure and improve employee welfare for child abuse investigation, such as expanding vehicles dedicated to child abuse investigation, preparing a separate child abuse investigation counseling office, and establishing a home duty allowance for child abuse officials.
Meanwhile, Dalseo-gu is a leading area for child abuse investigation publicization projects, and in July 2020, a child protection team was established to preemptively investigate child abuse than other cities and counties through business agreements and cooperation with child protection-related agencies. It is the first child-friendly city in Daegu certified by UNICEF in June 2021.
Taehoon Lee Mayor of Dalseo-gu District Office said, "We will thank related agencies and dedicated public officials for their hard work in protecting children in Dalseo-gu District, and look at the work more carefully so that no children suffer from abuse."
