[시사뉴스 강영진 기자] 대구시는 복지 위기가구를 신속히 발굴해 지원하기 위해 단전·단수·단가스 등 위기 정보를 신속히 공유하는 ‘위기정보 빅데이터 공동활용 업무 협약식’을 한국전력 대구본부(본부장 박무홍), 대성에너지(대표이사 윤홍식), 상수도사업본부(본부장 김정섭)와 10월 20일(목) 오전 11시 동인청사 상황실에서 개최했다.
대구시는 지난 9월 7일 발표한 ‘대구시 위기가구 종합지원 대책’에 따라 더 빨리 위기가구를 찾아내기 위한 위기정보 빅데이터 공동활용 업무협약식을 가졌다.
이번 협약식에는 우리 지역의 대표적인 생활밀착형 공공서비스를 제공하는 한국전력 대구본부, 대성에너지(주), 상수도사업본부가 참여한다. 업무협약을 통해 이들 기관들은 2개월 이상 공공요금이 체납되어 단전·단수·단가스 위기에 놓인 가구에 대한 위기정보를 매월 제공한다.
이를 제공받은 대구시는 위기정보 3가지 중 2가지 이상 중복된 가구를 선별해 위기상황이 의심되는 가구의 명단을 구·군에 통보해 신속히 조사와 지원이 이루어지도록 할 계획이다.
이는 현행 3개월 이상 연체 가구에 대해 2개월마다 보건복지부로부터 제공받는 복지사각지대 발굴지원 대상자 정보보다 길게는 3개월 이상 단축해 파악할 수 있어 신속한 위기가구 발굴과 지원이 이루어질 수 있을 거라 기대한다.
김동우 대구시 복지국장은 “대구시 위기가구 종합지원 대책은 복지 사각지대에 놓인 위기가구를 더 빨리 발견하고 더 두텁게 지원하는 것이 핵심이다”며, “신속한 복지 위기가구 발굴을 위해 생활밀착형 공공서비스를 제공하는 기관들이 함께 힘을 모으는 만큼 위기가구 발굴이 신속히 이루어져 조기에 위기 상황을 해소할 수 있기를 기대한다”고 말했다.

Daegu City held a business agreement ceremony to jointly utilize crisis information big data to find crisis households faster in accordance with the Daegu City Comprehensive Support Measures for Crisis Households announced on September 7.
The signing ceremony will be attended by KEPCO's Daegu headquarters, Daesung Energy Co., Ltd., and Waterworks Headquarters, which provide representative life-friendly public services in our region. Through the business agreement, these institutions provide monthly crisis information on households in danger of power failure, water loss, and gas due to overdue utility bills for more than two months.
Upon receiving this, Daegu City plans to select two or more duplicate households out of the three crisis information and notify the district and county of the list of households suspected of crisis so that investigation and support can be carried out quickly.
It is expected that households that are overdue for more than three months can be identified by reducing the information on those who are eligible for welfare blind spot excavation support provided by the Ministry of Health and Welfare every two months.
"The key to Daegu's comprehensive support measures for crisis households is to find and support crisis households in welfare blind spots more quickly," said Kim Dong-woo, director of Daegu City's welfare bureau. "As organizations that provide life-friendly public services work together to find welfare crisis households, we hope to find them quickly."
