[시사뉴스 정윤철 기자] 민선 8기 김두겸 울산시장이 개발제한구역 해제를 최대 공약으로 내세운 가운데, 울산시가 울주군 청량읍 ‘율현지구 도시개발사업’을 위한 개발제한구역 해제 절차에 들어간다.
앞서 울산시는 지난 8월 국토교통부 관계자들이 울산 개발제한구역 방문시 농수산물도매시장 이전의 필요성과 농수산물 수집･분산 기능을 고려한 접근성, 남구 삼산동에 위치한 기존 농수산물 도매시장의 노후화로 인한 시급성 등을 적극 설명하고 공감대를 이끌어냈다.
농수산물도매시장 이전 건립을 주요 사업으로 하는 ‘율현지구 도시개발사업’은 올해 말까지 해당 지역 개발제한구역 해제를 위한 주민공람공고, 시의회 의견 청취, 관계기관 협의를 거쳐 내년 초 국토교통부에 개발제한구역 해제를 신청하면 내년 하반기 해제될 것으로 전망된다.
해제 면적은 총 68만 7,000㎡ 규모이다
울산시는 개발제한구역이 해제되면 ‘도시개발구역’을 지정한 후 ‘율현지구 도시개발사업’을 본격 추진한다.
‘율현지구 도시개발사업’은 울산도시공사와 한국토지주택공사(LH)가 공영개발 방식으로 참여하여 총 4,500억 원의 사업비를 투입, 울주군 청량읍 율리 일원 면적 68만 7,000㎡ 규모로 오는 2024년 착공해 2026년 말 준공될 예정이다.
울산시는 이곳에 농수산물도매시장의 시장 종사자와 방문객을 위한 다양한 편의시설과 업무지원 시설, 지역 내 산재된 농업관련 시설들을 이전･재배치하는 등 ‘울산형 농촌 융･복합산업의 혁신거점’을 조성한다.
또 농수산물도매시장과 연계한 ‘열린장터(오픈 마켓)형 농수산물 특화거리’ 조성과 전국 최대 규모의 ‘지역음식(로컬푸드) 전용 쇼핑가공센터’를 건립하는 등 시민들뿐만 아니라 많은 관광객들이 찾아올 수 있도록 다양한 콘텐츠를 담을 계획이다.
특히 기존 울주군청을 중심으로 다양한 기능의 행정기관을 집적화하여, 민원인이 멈춤 없는(논스톱) 행정서비스를 받을 수 있도록 함으로써 주민 편의를 이끌어내고 서민 주거안정을 위한 행복주택 등 1,600세대 규모의 공공주택지구도 조성한다.
울산시 관계자는 “이번 율현지구 도시개발사업 추진을 위한 개발제한구역 해제를 시작으로 개발제한구역 해제 수요 발굴, 개발계획 수립 등을 지속적으로 추진해 산업시설 용지 공급, 주거안정 도모 등 지역 경제 활력 제고와 지역 균형 발전을 적극 추진해 나가겠다”라고 밝혔다.

The urban development project in the Yulhyeon district, which aims to relocate the agricultural and fisheries wholesale market, is expected to be lifted in the second half of next year if it applies to the Ministry of Land, Infrastructure and Transport early next year after public announcements, city council opinions, and consultations.
The total area of release is 687,000 square meters.
When the development restriction zone is lifted, Ulsan City will designate an "urban development zone" and promote the "urban development project in Yulhyeon District."
The "Yulhyeon District Urban Development Project" will be completed by the end of 2026 with an area of 687,000㎡ in Yul-ri, Cheongnyang-eup, Ulju-gun, with Ulsan City Corporation and Korea Land and Housing Corporation (LH) participating in public development.
Ulsan City will create an "innovation hub for Ulsan-type rural convergence and complex industries" here by relocating and relocating various convenience and business support facilities for market workers and visitors in the agricultural and fishery wholesale market.
It also plans to include various contents for not only citizens but also many tourists to visit, such as creating an "open marketplace (open market) type agricultural and marine products specialized street" in connection with the agricultural and fishery wholesale market and building the nation's largest "local food exclusive shopping processing center."
In particular, by integrating administrative agencies with various functions centered on the existing Ulju-gun Office, civil petitioners can receive non-stop administrative services, attracting residents' convenience and creating 1,600-household public housing districts for the stability of ordinary people.
"Starting with the lifting of the development restriction zone to promote urban development projects in Yulhyeon District, we will continue to find demand for the lifting of the development restriction zone and establishment of development plans to boost regional economic vitality and promote residential stability," an Ulsan city official said.
