[시사뉴스 강영진 기자] 대구시교육청(교육감 강은희)은 11월 15일(화) 시교육청 여민실에서 대구시와 공동으로 실시한 ‘학교급식 운영실태 특정감사 결과’를 발표했다.

이번 특정감사는 안전하고 질 높은 급식 제공을 위해 대구시와 협조하여 지난 9월 19일부터 10월 7일까지 3주간 실시했다. 감사대상은 초중고 100개교의 3년 6개월간 학교급식 관련 누적 계약 건수가 7,000건, 누적 검수 건수가 126,000건, 총 133,000건에 이른다.

감사 결과에 대해서는 처분권한이 있는 기관에서 각각 나누어 발표하기로 하고, 대구시교육청은 ▲학교 급식 관련 사항을 발표하고, 대구시는 ▲위장(유령)업체 적발 사항 ▲무상급식비 재정점검 사항 등을 발표한다.

한편 대구시는 재정상 조치 24억원, 수사의뢰 및 고발 97건을 진행할 계획이다.

재정상 조치는 보조사업 계획 및 정산 부적정에 따른 집행잔액 과소 반환(24억원)이다.

2019~2020년 급식예산을 집행할 때 학교급간(초,중,고) 부족액이 발생하면 기관 간 협의하여 초, 중, 고 중 여유 예산으로 우선 상계처리하고, 총액이 부족할 경우 추가경정 예산에 편성하여 지원하였으나, 이번 감사에서 사업계획 변경 승인 절차 없이 집행한 예산을 부당하다고 판단하여 환수 처분한 건이다.

다만, 이는 회계법상 보조사업 계획 및 정산 부적정의 소지가 있어 실제 집행잔액 반환은 없이 대구시와 함께 개선방안을 모색할 예정이다.

낙찰차액 집행 부적정 건은 매달 발생하는 낙찰차액을 반납하도록 한 건으로, 교육청에서는 급식 질 저하 방지를 위해 낙찰차액을 익월 식품비에 포함시켜 식단을 작성하고 최종 집행잔액은 학교회계연도말(익년 2월)에 정산하여 반납하고 있다.

수사의뢰 및 고발은 위장(유령) 업체 15건, 화물운송법 위반 81건, 축산물 보관업 위반 1건(고발)이다. 대구시교육청 직원이 고발과 관련된 사항은 확인되지 않았다.

대구시교육청 감사담당관은 “ 학교급식 식재료 유통업 등록·관리는 지자체의 소관업무여서 그 동안 대구시교육청이 단독으로 급식식재료 유통에 대한 위반 사항을 적발하는데는 한계가 있었다” 며 “이번 감사에서 대구시의 협조로 식재료 유통과정을 바로 잡는 계기를 마련한 것이 대표적인 성과 ”라고 발표했다.

또한 “대구시와 대구시의회, 구·군의 협조를 바탕으로 ‘학교급식지원센터’ 설치 건의 등 유통시스템을 개선해 나가겠다” 는 의지를 표명했다

강은희 교육감은 “코로나 팬데믹 속에서 전국 최초로 전면등교를 실시하여 학생들의 학력과 건강을 지킬 수 있었던 것은 급식방역과 위생안전을 위해 최선을 다해준 급식종사자들의 수고가 없었으면 불가능했다” 며 이들의 노고도 잊지 말 것을 당부했으며, “이번 감사를 계기로 전국에서 가장 늦게 유초중고 학교 무상급식을 완성한 만큼 운영의 미비점을 보완하여 더욱 더 안전하고 질 좋은 급식이 제공될 수 있도록 대구시와 구·군과 협력해 나가겠다”고 말했다.

This specific audit was conducted for three weeks from September 19 to October 7 in cooperation with Daegu City to provide safe and high-quality meals. The audit targets include 7,000 cumulative contracts related to school meals, 126,000 cumulative inspections, and a total of 133,000 cases over three and a half years of 100 elementary, middle and high schools.

The results of the audit will be announced separately by institutions authorized to dispose of them, and the Daegu Metropolitan Office of Education will announce matters related to ▲ school meals, and the Daegu Metropolitan Government will announce matters detected by ▲ disguised (ghost) companies.

Meanwhile, Daegu City plans to proceed with financial measures of 2.4 billion won and 97 investigation requests and accusations.

The financial measure is the under-return of the execution balance (2.4 billion won) due to the plan for the subsidized project and inappropriate settlement.

If there is a shortage of school-level (elementary, middle, and high schools) between 2019 and 2020, the budget was first offset by the elementary, middle, and high school budget, and if the total amount was insufficient, the audit judged that it was unfair.

However, this may be inappropriate for subsidiary project planning and settlement under the accounting law, so it will seek improvement measures with Daegu City without returning the actual execution balance.

Inadequate execution of the winning bid is required to return the monthly winning bid difference, and the Office of Education prepares a diet by including the winning bid in the following month's food expenses to prevent deterioration of the food quality, and returns the final execution balance at the end of the school fiscal year (February of the following year).

Investigation requests and accusations are 15 disguised (ghost) companies, 81 violations of the Freight Transport Act, and 1 violation of the livestock storage industry (accusations). Matters related to the accusation by an employee of the Daegu Metropolitan Office of Education have not been confirmed.

The Daegu Metropolitan Office of Education's audit officer said, "Registration and management of the school food ingredient distribution business is under the jurisdiction of local governments, so there has been a limit to detecting violations of the distribution of food ingredients alone."

He also expressed his willingness to "improve the distribution system, such as suggesting the establishment of a 'school meal support center' based on the cooperation of Daegu City, Daegu City Council, and Gu and Gun."

Superintendent Kang Eun-hee said, "It was impossible to protect the education and health of students for the first time in the country amid the COVID-19 pandemic without the efforts of the school lunch workers who did their best for food prevention and hygiene safety," adding, "We will work harder with Daegu to make up for the deficiencies of free school meals."
