[시사뉴스 강영진 기자] 경북도의회 행정보건복지위원회(위원장 최태림)는 11.14(월) 10시 30분부터 행복위 회의실에서 복지건강국, 경북독립운동기념관, 아이여성행복국, 경북청소년육성재단에 대한 행정사무감사를 실시했다.
복지건강국 행정사무감사에서 박선하(비례) 의원은 올해 국정감사에서 지역 장애인 인권유린시설에 대한 사후조치가 미흡하다고 지적되었다면서 철저한 전수조사, 시설폐쇄, 피해자 분리 등 할 수 있는 모든 대책을 조치할 수 있도록 요청했다.
이칠구(포항) 의원은 노인학대는 97%가 가정에서 발생하므로 노인인권보호사 역할을 하는 경로당 행복도우미는 행정 편의적 제도라고 지적하고 사건의 원인 분석을 정확히 하고 개선책을 마련할 수 있도록 촉구했다.
경북독립운동기념관 행정사무감사에서 박영서(문경) 부의장은 독립운동관장을 상근직으로 전환하도록 여러 차례 지적하고 개선을 촉구했으나 여전히 비상근직이라면서 그간의 여러 기관 내부 문제들이 비상근직 기관장에서 촉발이 되었다고 볼 수 있다며 반드시 개선할 수 있도록 당부했다.
김원석(울진) 의원은 독립운동 기념관의 경영평가는 2019년부터 2022년까지 4년동안 최하위인 C등급이라면서 기관존립여부를 심각하게 고려할 수준이라고 강하게 질타하고 선조들에게 부끄럽지 않은 후손이 될 수 있도록 절치부심하는 할 수 있도록 촉구했다.
아이여성행복국 행정사무감사에서 최태림(의성) 위원장은 아동학대가 건수를 매년 줄어들고 있으나 지속적으로 발생하고 있는 점은 큰 문제라면서 대응방안을 모니터링으로 처리한다고 하는데 적극적인 아동분리 조치와 강력한 대응을 할 수 있도록 강조했다.
황명강(비례) 의원은 스토킹과 데이트 폭력 사건 피해자를 보호하는 시스템이 전반적으로 부실하다고 질타하면서 스토킹범죄 관련 조례안이 최근 통과된 만큼 내년도 예산안에도 관련 사업을 반영할 수 있도록 당부했다.
경북청소년육성재단 행정사무감사에서 임기진(비례) 의원은 경영평가결과가 통합 전에는 S등급이었으나 재단통폐합 후 2년 연속 B등급을 받았다고 지적하고 원인을 면밀히 분석하고 등급을 높이기 위한 적극적인 개선 방안을 요청했다.
김희수(포항) 의원은 재단 예산 운영상황이 전반적으로 부실하다면서 국고보조금도 일부 사업의 경우 절반 정도 집행했고 재단 운영비도 집행율이 60%정도에 불과하다고 지적하고 철두철미한 예산 집행을 주문했다.
한편, 내일(15일)은 감사관, 자치행정국, 인재개발원에 대한 행정사무감사가 실시될 예정이다.

During the administrative audit of the Welfare and Health Bureau, Rep. Park Sun-ha (proportional) said this year's parliamentary audit pointed out that follow-up measures for human rights abuses for the disabled were insufficient.
Rep. Lee Chil-gu (Pohang) pointed out that 97% of elder abuse occurs at home, so happiness assistants for senior citizens who act as senior human rights defenders are an administrative convenience system, and urged them to accurately analyze the cause of the incident and come up with improvement measures.
During the administrative audit of the Gyeongbuk Independence Movement Memorial, Vice Chairman Park Young-seo (Moon Kyung) pointed out several times that the director of the independence movement should be changed to a full-time position, but he said he was still a part-time worker.
Rep. Kim Won-seok (Uljin) strongly criticized the independence movement's management evaluation, saying, "The C grade, which is the lowest for four years from 2019 to 2022, and urged our ancestors to be anxious to become proud descendants."
Choi Tae-rim (Uiseong) said, "The number of child abuse cases is decreasing every year, but it is a big problem that it continues to occur," and emphasized that active child separation measures and strong responses are being taken.
Representative Hwang Myung-gang (proportional) criticized the overall system for protecting victims of stalking and dating violence and asked them to reflect related projects in next year's budget as the ordinance on stalking crimes was recently passed.
Lim Ki-jin (proportional) pointed out that the management evaluation results were S-rated before the integration, but received B-rated for two consecutive years after the consolidation of the foundation, and asked for active improvement measures to closely analyze the cause and raise the grade.
Rep. Kim Hee-soo (Pohang) said the foundation's budget operation was generally poor, pointing out that state subsidies were executed about half for some projects and that the foundation's operating expenses were only 60 percent, and ordered thorough budget execution.
Meanwhile, tomorrow (15th) will conduct an administrative audit of the auditor, the autonomous administration bureau, and the Human Resources Development Institute.
