[시사뉴스 강영진 기자] 경상북도의회 문화환경위원회(위원장 김대일)는 11월 9일 경상북도체육회와 경상북도장애인체육회에 대한 행정사무감사를 실시했다.

경상북도체육회와 경상북도장애인체육회로부터 2022년 주요업무 추진상황과 2023년 주요업무계획을 보고받은 위원들은 체육사업 진행과 체육인 인권침해 등 체육회 운영 전반에 대한 지적을 통해 강도 높은 감사를 진행했다.

김용현 위원(구미)은 체육회가 과거 인권침해 등으로 불미스런 일이 많았다며, 이러한 인권침해에 대해서는 예방교육이 중요한데 참여자가 저조하다고 지적하며, 향후 전 직원과 체육인이 정기적으로 교육받을 수 있는 시스템을 구축하여 체육인 인권침해 예방에 최선을 다해줄 것을 당부했다.

김경숙 위원(비례) 최근 서면 이사회가 빈번하게 개최되고 있음을 지적하며, 이사회 개최 시 주요 안건에 대해서는 임원 출석 이사회를 개최하여 체육회 운영에 투명성과 신뢰도를 제고시켜야 함을 강조했다. 또한, 사업 집행잔액이 과다하게 발생된 것을 지적하며, 코로나 등으로 인한 행사축소나 취소가 주원인이라고 하더라도, 예산 편성 시에는 이런 상황까지 고려하여야 한다고 질타하며, 체육인을 위해 무관중 경기 추진도 생각해봐야 한다며 역설하며 연말까지 예산집행을 최선을 다해 줄 것을 주문했다.

정경민 위원(비례)은 비리와 인권에 대한 교육은 홍보가 중요하다고 말하며 단위 기관에서 하도록 되어 있는 교육방식을 개선하여 시군 임원과 선수들을 포함하는 교육대상 확대를 요구했다. 또한, 장애인체육대회의 홍보가 비장애인 체육대회보다 더욱 중요하므로 적극적으로 홍보해 줄 것을 주문했다. 마지막으로 체육회의 조직이 방만하다고 지적하며, 체질개선 등의 자구책 마련이 필요함을 강조했다.

연규식 위원(포항)은 체육회 홈페이지 접속이 모바일로 이루어지지 않는다고 지적하며, 체육회는 특히 외부에서 활동을 많이 하시는 분들이 많고, 장애인체육회의 경우 접근성 등으로 더 필요하므로 이에 대한 개선을 요구했다. 또한, 시군 체육회 사무국 운영비 지원이 23개 시군이 동일한데, 시군 체육회의 재정이 열악하므로 혜택을 더 받을 수 방안을 마련해야 한다고 역설했다. 아울러, 장애인체육회에서 이동에 대한 지원에 더욱 신경써야 한다고 강조하며 체육활동에 한 사람이라도 소외됨이 없도록 최선을 다해 줄 것을 주문했다.

이동업 위원(포항)은 카누단체 보조금 횡령사건에 대해 언급하며, 체육회에서 예산 교부 후 별도의 감사를 하지 않기 때문에 민원을 통해서만 알수 있는 것이 문제라고 지적하며, 종목별로 감사나 확인을 잘 해줄 것을 당부했다. 특히 장비나 체육복 구매는 현장확인이 필수적이라고 하며, 운영비 등과 함께 관리를 잘 해줄 것을 요구했다. 아울러, 엘리트선수 육성을 위한 운동시설 지원에 힘써 줄것과 자금력이 낮은 운동선수들과 빙상 등 특수종목 지원에도 힘써 줄 것을 당부했다.

임병하 위원(영주)은 체육회가 현재 민선인데 관선일때보다 추진동력이 떨어지는 것 같다고 말하며, 과거에 비해 경기력이 떨어지고 있는 육상에 대해 좀 더 관심을 가져줄 것과, 엘리트 선수가 아닌 구조적으로 기반이 약한 풀뿌리 체육인에 대한 현실적인 지원이 절실하다고 역설했다.

도기욱 위원(예천)은 각종 체육대회에서의 순위와 선수발굴이 중요한 것이 아니라 체육활동에 참여하는 것이 중요하다며, 이를 위해 종목을 늘리고 참여자도 늘릴 수 있는 방안을 마련해 줄 것을 주문했다. 특히, 장애인에게 있어 체육대회는 참여 자체만으로 정신적인 도움이 될 수 있다고 강조했다. 아울러, 장애인 체육대회는 가족들도 함께 참여할 수 있도록 하여 장애인과 비장애인이 함께 걷고 대화하는 시간들을 가지며 비장애인도 함께하는 행복을 느끼고, 장애인에 대한 편견과 불편함을 해소할 수 있는 기회가 확대되어야 함을 강조했다. .

박규탁 위원(비례)은 각종 수의계약 시 낙찰율이 높은 것은 개선이 필요하다고 지적하며, 수의계약 추진 시에는 가능한 경북 업체와 계약을 해줄 것을 주문했다. 체육회의 부동산 자산과 관련해서는 체육회가 굳이 대구시의 땅을 가지고 있을 필요가 없다며 부동산 활용 수익 등을 판단하여 부동산을 관리해 줄 것을 당부했다. 또한, 도 체육회의 올바른 운영을 위해 감사 기능과 지도감독 기능을 활성화해야 한다고 강조했다. 마지막으로 시군부와 인적교류를 활성화하여 체육인 발굴과 참여기회 확대에 최선을 다해줄 것을 강조했다.

김경숙 위원(비례)은 장애인 체육인들이 생활도 어렵고 취업도 어렵다고 언급하며, 장애인 체육인의 취업을 위해 많은 노력을 해줄 것을 당부했다. 또한, 장애인체육회 부회장을 교육감으로 한다면 장애인체육 진흥과 양성 및 지원에 큰 도움이 될 수 있다고 피력했다.

김대일 위원장(안동)은 “경북체육회관 건립과 이전이 이상 없이 잘 진행될 수 있도록 만전을 다해주기를 당부하며, 금년 체육대회에서 좋은 성적을 낸 경북이 앞으로도 계속 성과를 이어나가 경북의 체육에 큰 역할을 해줄 것”을 주문했다. 아울러, ”선택과 집중을 통한 선수 육성이 필요하다”고 마무리했다.

Kim Yong-hyun (Gumi) pointed out that preventive education is important, but participants are low, and urged the sports association to do its best to prevent human rights violations by establishing a system that allows all employees and athletes to receive regular education in the future.

Member Kim Kyung-sook (proportional) pointed out that written board meetings have been held frequently recently, and stressed that executive-attended board meetings should be held to enhance transparency and reliability in the operation of the sports association. He also pointed out the excessive balance of project execution and criticized that even if the main cause is the reduction or cancellation of events due to COVID-19, he should consider this situation when budgeting, and urged athletes to do their best to implement the budget by the end of the year.

Chung Kyung-min (proportional) said public relations is important for education on corruption and human rights, and called for the expansion of education targets, including city and county executives and athletes, by improving the training methods that are supposed to be conducted by unit institutions. In addition, the promotion of the sports competition for the disabled is more important than the sports competition for the non-disabled, so it was ordered to actively promote it. Finally, he pointed out that the organization of the sports association was lax, and stressed the need to come up with self-rescue measures such as improving the constitution.

Member Yeon Gyu-sik (Pohang) pointed out that access to the sports association's website is not made on mobile, and demanded improvement as there are many people who are active outside, and disabled sports associations need more accessibility. He also stressed that 23 cities and counties have the same support for operating expenses for the secretariat of the city and county sports associations, but the city and county sports associations' finances are poor, so they should come up with ways to benefit more. In addition, the Sports Council for the Disabled emphasized that more attention should be paid to support movement, and ordered them to do their best so that even one person is not alienated from sports activities.

Commenting on the embezzlement of canoeing subsidies, Lee Dong-up (Pohang) pointed out that the problem is that it can only be known through civil complaints because the sports association does not conduct a separate audit after the budget is granted. In particular, he said on-site check is essential for purchasing equipment and gym clothes, and demanded good management along with operating costs. In addition, he urged them to work hard to support sports facilities to foster elite athletes and to support special events such as athletes and ice skating with low funding.

Lim Byung-ha (Youngju) said, "The sports association is currently a popular election, but the driving force seems to be less than when it was elected, and emphasized that more attention is needed to track and field, which is losing performance compared to the past, and realistic support for grassroots who are structurally weak, not elite athletes."

Member Do Ki-wook (Yecheon) said that ranking and player discovery in various sports competitions are not important, but participation in sports activities is important, and called for measures to increase the number of events and participants. In particular, he stressed that participation in sports competitions alone can be a mental help for the disabled. In addition, he stressed that the disabled sports competition should allow families to participate together to have time to walk and talk together, feel happy with the non-disabled, and expand opportunities to resolve prejudice and inconvenience against the disabled.

Park Kyu-tak (proportional) pointed out that the high winning rate for various private contracts needs to be improved, and ordered to sign contracts with Gyeongbuk companies as much as possible when promoting private contracts. Regarding the real estate assets of the sports association, he said that the sports association does not have to own the land of Daegu City, and asked them to manage the real estate by judging the profits from real estate use. He also stressed the need to activate the audit function and guidance and supervision function for the proper operation of the provincial sports association. Finally, he emphasized that he would do his best to find athletes and expand participation opportunities by revitalizing human exchanges with the city and county ministries.

Kim Kyung-sook (proportional) mentioned that disabled athletes are difficult to live and find employment, and asked them to make great efforts to get disabled athletes to work. In addition, he said that if the vice chairman of the Sports Council for the Disabled is the superintendent of education, it can be of great help to promote, train, and support sports for the disabled.

Chairman Kim Dae-il (Andong) called for "the construction and relocation of the Gyeongbuk Sports Center to proceed well without any problems, and Gyeongbuk, which performed well at this year's sports competition, will continue to perform well and play a big role in Gyeongbuk's sports." In addition, he concluded, "It is necessary to foster players through choice and concentration."
