[시사뉴스 강영진 기자] 국회 교육위원회 소속 김병욱 의원(포항시남구울릉군)이 지난 28일 국민의힘이 발표한 '2022년도 국정감사 우수의원'에 3년 연속 선정됐다.
김병욱 의원은 특정 이념에 치우친 <2022 개정 교육과정>, 자사고·특목고 폐지 등 고교 획일화, 초‧중‧고교생의 기초학력 저하 등 문재인 정부 시절 교육정책 실패의 폐해와 공정과 상식이 사라진 교육현장의 현실을 날카롭게 지적했다는 평가를 받았다. 김 의원은 야당이 김상곤 전 사회부총리 겸 교육부 장관, 조국 전 법무부 장관, 이재명 더불어민주당 대표 등 전‧현직 정치인의 논문 표절 문제는 수수방관하면서, 현 대통령 배우자의 논문 표절 논란을 정쟁의 수단으로 악용하는 ‘내로남불’ 행태도 비판했다.
김 의원은 문재인 정부가 임기 말 착수한 <2022 개정 교육과정>에 대한 학교현장과 학부모의 우려를 국정감사를 통해 전했다. 특히 고교 한국사(역사) 교과서에 ‘6.25 남침’, ‘자유’ 등 서술이 배제된 점, 수천 년 전근대사의 비중이 17%인 반면 150년 근현대사가 교과서의 83%를 차지하는 실태를 지적했다. 이는 문재인 정부 시절 ‘역사 알박기’로 구성된 연구진 일부가 교육과정 개정을 이념 편향적으로 주도하고 있기 때문이다. 김 의원은 이 사안에 대해 국정감사 기간 내내 교육 당국에 개선을 촉구했다.
이와 함께 김 의원은 윤석열 정부의 교육 관련 국정과제의 성공적 이행을 위한 방안도 적극 제시했다. 국가의 보육과 교육 책임 강화를 통해 국민의 양육 부담을 획기적으로 줄여야 하며, 이를 위해 유보통합과 초등전일제 학교 조기 도입을 강력하게 요청했다.
아울러 자사고·특목고·교육자유특구 등 다양한 고교체제, 학교시설복합화 사업을 통해 학교와 지역이 함께 발전하도록 교육부가 타 부처와 정책 협의를 강화할 것을 촉구했다.
김병욱 의원은 “문재인 정부의 내로남불식 교육정책에 따른 폐해와 교육현장의 실태를 고발하고 대안을 제시하기 위해 노력했다”며, “교육수요자인 학생과 학부모의 시선에서 대한민국 교육의 올바른 방향을 고민하며 의정활동을 펼쳐가겠다”고 소감을 밝혔다.

Kim Byung-wook was evaluated to have pointed out the harmful effects of the failure of education policies and the reality of fairness and common sense in the Moon Jae Inn government, such as the "2022 revised curriculum", the abolition of autonomous high schools, etc. Lawmaker Kim also criticized the opposition party's behavior of abusing the current president's spouse's thesis plagiarism as a means of political dispute, while neglecting the issue of plagiarism of former and current politicians, including former Social Minister and Education Minister Kim Sang-gon, former Justice Minister Cho Kuk, and Democratic Party leader Lee Jae-myung.
Lawmaker Kim delivered the concerns of school sites and parents about the "2022 revised curriculum" launched by the Moon Jae Inn government at the end of its term through a parliamentary audit. In particular, he pointed out that descriptions such as "6.25 Invasion from North Korea" and "freedom" were excluded from high school Korean history textbooks, and that modern and contemporary history accounted for 17% of textbooks thousands of years ago, while 150 years ago accounted for 83% of textbooks. This is because some of the researchers, consisting of "history knowledge" during the Moon Jae Inn government, are leading the revision of the curriculum in an ideological bias. Kim urged education authorities to improve the issue throughout the parliamentary audit.
At the same time, Rep. Kim also actively suggested a plan for the successful implementation of the Yoon Suk Yeoln government's education-related state affairs. The burden of raising the public should be drastically reduced by strengthening the state's childcare and educational responsibility, and for this purpose, it strongly requested the integration of reservations and the early introduction of elementary full-time schools.
He also urged the Ministry of Education to strengthen policy consultations with other ministries so that schools and regions can develop together through various high school systems such as autonomous private high schools, specialized high schools, and special educational free zones.
Rep. Kim Byung-wook said, "We tried to report the harmful effects of the Moon Jae In government's education policy and present alternatives," adding, "We will carry out parliamentary activities by considering the right direction of Korean education from the perspective of students and parents who are education consumers."
