[시사뉴스 강영진 기자] 대구시가 (2021년 실적 기준) 온실가스 감축량 산정 결과, 총 152만톤의 온실가스를 감축했다고 25일 밝혔다. 시 당초 목표는 감축률 12%(132만톤)를 초과 달성한 수치다.
'2050 탄소중립 달성을 위해 온실가스 감축'에 박차를 가하고 있는 대구시는 "시민 실천사업인 탄소포인트제 가입 실적으로 31만톤, 도시가스 및 신재생에너지 보급으로 56만톤, 전기차 등 친환경 자동차 보급과 보행분담률 개선으로 47만톤을 감축했다. 이는 대구시에서 온실가스 감축에 대한 시민 실천사업과 지자체 지원사업에서 골고루 성과를 거둔 결과로 볼 수 있었다" 밝혔다.
대구시는 지난 2010년 7월 전국 지자체 중 최초로 자체 기후변화대응 기본계획을 수립해 기후변화 대응을 시정 아젠다로 격상시킨 바 있으며, 온실가스 감축량 전면 산정 및 공개도 2020년 실적분부터 대구시가 전국에서 최초이자 유일하게 시행해, 기후 위기에 맞서 타 지자체보다 한 발 더 빠르게 대응하고 있다.
또한, 글로벌 탈탄소 전환 캠페인인 Race to Zero(RtZ)에도 2021년 전국 최초로 가입해, 글로벌 ESG 평가지표인 탄소공개프로젝트(CDP, Carbon Disclosure Project)의 탄소중립 이행보고를 통해, 2021년 평가결과 Leadership(A-)등급＊을 획득해 탄소중립 성과를 국제적으로도 인정받고 있으며, 이번 온실가스 감축량 산정 결과도 탄소공개프로젝트에 등록할 예정이다.
실질적 온실가스 감축 우수사례로 대구시는 2007년부터 지자체 최초로 UN이 인정하는 청정개발체제(CDM, Clean Development Mechanism) 사업인 ‘매립가스 자원화사업’과 시 소유 환경기초시설을 대상으로 하는 온실가스 감축 제도인 ‘온실가스 배출권거래제’를 추진해 지금까지 총 580억원의 세입을 확보한 바 있다.
특히, 2021년에는 온실가스 배출권거래제를 운영하는 광역지자체 중 유일하게 배출권 매도 수익을 창출해 그 의미가 더 크다.
대구시는 시 본청, 소방서 등 공공 청사 및 시설물을 대상으로 하는 공공부문 온실가스 목표관리제에서도 2021년 정부 온실가스 감축목표인 32%를 크게 상회하는 55% 감축률을 달성했다.
지난해에도 감축률 49%(정부 목표 30%)에 이어 공공부문 온실가스 감축 성과 5년 연속(’17~’21년) 광역지자체 1위를 달성해 명실상부 ‘시민중심! 탄소중립 선도도시 대구’로 자리매김하고 있다.
홍성주 대구시 환경수자원국장은 “탄소중립은 시민들의 일상생활과 경제활동의 지형을 바꿀 이슈가 되고 있다”며, “기후위기를 ‘미래번영 대구’의 계기로 전환할 수 있도록 탄소중립을 선제적으로 준비하겠다”고 말했다.
[Reporter Kang Young-jin] Daegu City is stepping up efforts to reduce greenhouse gas emissions to achieve 2050 carbon neutrality.
As a result of calculating the amount of greenhouse gas reduction based on Daegu City's 2021 performance, a total of 1.52 million tons of greenhouse gas were reduced. This is equivalent to 13.3% of the '21 emission forecast (11.46 million tons), exceeding the original target reduction rate of 12% (1.32 million tons).
Major reductions include 310,000 tons of subscription to the carbon point system, a civic action project, 560,000 tons of urban gas and renewable energy, and 470,000 tons of eco-friendly cars such as electric vehicles and improved pedestrian sharing. This can be seen as the result of the evenly achieved results in the citizen action project and the local government support project for greenhouse gas reduction in Daegu.
In July 2010, Daegu City upgraded its climate change response to a municipal agenda for the first time among local governments in the country, and Daegu City is the first and only city in the country to fully calculate and disclose greenhouse gas reductions from 2020.
In addition, it joined Race to Zero (RtZ), a global decarbonization campaign, for the first time in the country in 2021, and received a Leadership (A-) grade* in 2021 through a report on carbon neutrality of the Carbon Disclosure Project (CDP), a global ESG evaluation index.
Daegu City has secured a total of 58 billion won in revenue since 2007 by promoting the Clean Development Mechanism (CDM) project recognized by the United Nations and the greenhouse gas emission trading system for city-owned environmental facilities.
In particular, in 2021, it is the only metropolitan local government that operates the greenhouse gas emission trading system to generate profits from selling emission rights, which is more meaningful.
The Daegu Metropolitan Government also achieved a 55% reduction rate, far exceeding the government's greenhouse gas reduction target of 32% in 2021, in the public sector target management system for public buildings and facilities such as the city's main office and fire department.
Last year, it achieved 49% of the reduction rate (30% of the government's target), followed by the public sector's greenhouse gas reduction performance for five consecutive years ('17~'21), ranking first in metropolitan governments. It has established itself as a leading carbon neutral city, Daegu.
"Carbon neutrality is an issue that will change the landscape of citizens' daily lives and economic activities," said Hong Sung-joo, director of the Daegu Metropolitan Government's Environmental and Water Resources Bureau. "We will prepare carbon neutrality preemptively to turn the climate crisis into an opportunity for 'future prosperity Daegu'."
