[시사뉴스 강영진 기자] 대구시는 규제 발굴·혁신에 적극적인 노력을 기울인 결과 행정안전부가 실시한 ‘2022년 지방규제혁신 우수기관’으로 인증되는 성과를 거두었다.
‘지방규제혁신 우수기관 인증제’는 행정안전부가 규제혁신 체계구축, 중앙부처 규제발굴 및 건의, 규제개선 대표사례 등 3개 부문 15개 진단지표에 따라 매년 전국의 243개 지자체를 대상으로 규제혁신 역량을 평가하는 제도이다. 이번 인증기간은 2022년 11월 1일부터 2025년 10월 31일까지 3년간이다.
대구시는 그동안 규제혁신 계획을 내실있게 시행하면서 자체 규제 해결과 더불어 기업 현장 고충 및 규제에 대해 꼼꼼하게 들여다보며 풀리지 않는 어려운 과제는 지난 8월 대통령까지 규제 현장으로 모시고 해결 노력을 지속해 왔다.
특히 2022년 평가에서는 지역 도시가스 공급업체의 해묵은 규제를 해결한 바 있다. 현 규정에 의하면 가스공급시설이 그린벨트 안의 도시·군계획시설로 결정된 부지나 도로 등에 설치됨에도 불구하고 가스공급시설 설치를 위해 지나가는 모든 경로의 도시·군계획시설에 대한 결정 과정을 다시 거쳐야 하기에 추가적인 시간과 비용을 감수해야만 했다.
올 2월 이 사실을 알게된 시는 중앙부처와 합동 간담회를 열고 규제 해결을 위해 발빠르게 움직였고, 그 결과 ‘개발제한구역법 시행령’ 개정을 위한 입법예고를 이달 말 앞두고 있다. 그린벨트 내 가스시설 설치가 부지 점용허가만으로 가능하게 돼 기업과 시민들의 부담을 줄여줄 것으로 기대된다.
앞으로도 대구시는 이번 규제인증 우수기관 결과에 만족하지 않고 기업의 투자나 경영·성장을 가로막는 규제 해결에 두 팔을 걷어붙일 계획이다.
김광묵 대구시 원스톱기업투자센터장은 “기업하기 좋은 원스톱 대구, 기업이 모이는 대구를 위해 걸림돌이 되는 규제는 모두 제거해가는 혁신을 지속해 나가겠다”고 말했다.
[Reporter Kang Young-jin] As a result of active efforts to discover and innovate regulations, Daegu City has been certified as an excellent local regulatory innovation institution in 2022 conducted by the Ministry of Public Administration and Security.
The "Local Regulatory Innovation Excellent Institution Certification System" is a system in which the Ministry of Public Administration and Security evaluates regulatory innovation capabilities of 243 local governments nationwide every year according to 15 diagnostic indicators in three sectors, including the establishment of a regulatory innovation system, central government regulations and suggestions. This certification period is for three years from November 1, 2022 to October 31, 2025.
Daegu City has been steadily implementing its regulatory innovation plan, taking a close look at corporate site grievances and regulations, and bringing the president to the regulatory site in August to solve difficult problems that cannot be solved.
In particular, the 2022 evaluation resolved the old regulations of local city gas suppliers. According to the current regulations, even though gas supply facilities were installed on sites or roads determined as urban and military planning facilities in the green belt, they had to go through the decision process again to install gas supply facilities.
After learning this in February this year, the city held a joint meeting with the central government and quickly moved to resolve the regulations, and as a result, it is set to announce legislation later this month to revise the Enforcement Decree of the Development Restricted Zone Act. It is expected that the installation of gas facilities in the green belt will be possible only with permission to occupy and use the site, reducing the burden on companies and citizens.
In the future, Daegu City is not satisfied with the results of this excellent regulatory certification agency and plans to roll up its sleeves to resolve regulations that hinder corporate investment, management, and growth.
Kim Kwang-mook, head of the one-stop corporate investment center in Daegu City, said, "We will continue to innovate by removing all regulations that hinder companies for one-stop Daegu and Daegu where companies gather."
