[시사뉴스 강영진 기자] 10월 8일, 취임 100일을 맞은 윤경희 청송군수는 청송군에 새로운 변화와 도약을 가져올 민선 8기 군정 운영의 밑그림을 완성했다.

 

지난 4년 간의 군정 운영 철학과 능력을 인정받아 다시 한 번 군민의 선택을 받은 윤경희 군수는 ‘하나되는 청송, 그 이상의 도약’이라는 새로운 비전으로 민선 8기를 열었다.

 

윤경희 청송군수에게 지난 100일은 민선 8기 군정 목표인 ‘새롭게 피어나는 미래농촌, 발맞춰 함께하는 나눔복지, 문화로 미소 짓는 상생경제’를 이루기 위한 75개의 공약 사항의 실천 방법을 찾는 시간이었다. 또한 사업 추진의 올바른 방향 설정을 위한 군민과의 소통의 시간이기도 했다.

 

우선 취임 후 각 부서에 공약사업의 세밀한 검토를 요청하였고 업무보고를 통해 구체적인 추진 방향을 설정하였다. 군민배심원단 회의를 거쳐 최종 확정되는 민선 8기 윤경희 군수의 공약은 ‘농업 시스템 혁신’, ‘일자리를 창출하는 관광 기반 구축’, ‘청정 도시 환경 조성’, ‘하나되는 보편적 복지 실현’, ‘소통과 협치의 공감 행정’에 초점이 맞추어져 있다.

 

새롭게 피어날 미래 농촌을 위한 농업 시스템 혁신은 ｢농작물 재해보험 제도 개선｣, ｢농축산물 가격안정 기금 운용｣, ｢청송사과 경쟁력 강화를 위한 다축과원 조성｣에 중점을 두고 있다. 기후변화로 더 강한 태풍이 더 자주 청송군에 피해를 줄 전망이지만 농작물 재해보험 요율이 높아 농가와 군 재정에 큰 부담을 주고 있다. 이에 따라 청송군에서는 농업재해 국가 책임을 강화하는 논리를 개발하여 보험료 지역할증을 폐지하고 현재 50%인 국비 부담률을 70%로 상향하는 방안이 중앙정부에서 받아들여질 수 있도록 여러모로 노력하고 있다.

 

또한, 농산물 가격이 하락할 때 도매시장 가격과 생산비의 차액 일부를 지원하기 위해 현재 50억인 가격안정 기금을 100억 이상 조성하는 목표도 세웠다. 농촌일손 부족과 청송사과 품질 향상을 위해 다축과원 조성도 적극적으로 지원할 방침이다.

 

또한 청송군은 일자리를 창출하는 관광산업 기반 구축으로 지역 상권을 살리고 지역에 활기를 불어넣고자 한다. 인구 감소는 전 국가적인 현상으로 감소 흐름을 단기간에 바꿀 수는 없지만, 지역 자원을 활용해 관광, 체험 등 관계 인구를 늘려 청송에 새로운 변화를 가져 올 ‘그 이상의 도약’을 이루고자 ｢산림레포츠 휴양단지 조성｣, ｢산림 청년사관학교 신설｣ 사업을 추진하고 있다.

 

｢산림레포츠 휴양단지 조성｣, ｢산림 청년사관학교 신설｣ 사업은 소비력 있는 관광객을 지역으로 끌어들이는 관광기반 조성 사업으로 청송형일자리 창출과 미소 짓는 상생경제의 기반이 될 전망이다. 이와 함께 개장 이후 꾸준히 관광객의 발길이 늘어나고 있는 산소카페 청송정원을 웨딩 랜드마크로 조성하여 차별화된 관광지로 개발할 계획도 마쳤다.

 

주거 환경은 그곳에 사는 주민의 생각과 문화를 결정하는 중요한 요인이다. 청송군은 아름다운 자연경관을 갖고 있지만, 지역 주민이 거주하는 공간 환경은 낙후되어 불편한 것이 사실이었다. 이에 청정 도시 환경 조성을 위한 청송읍과 진보면의 전선지중화 사업은 순조롭게 진행하고 있으며, 2023년부터는 현서, 안덕, 현동, 부남 소재지의 전선지중화 사업도 본격으로 시작해 도시환경을 새롭게 바꿀 계획이다.

 

또한, 액화석유가스 공급시설을 확대하고 친환경자동차 보급 확산 및 충전 인프라 구축, 산남지역 파크 골프장 조성 사업을 차질 없이 추진하여 주민들이 쾌적한 도시 환경 속에서 여가 활동을 즐기게 하겠다는 공약을 이행하기 위해 적극 준비 중이다.

 

하나 되는 청송은 복지에서 완성된다. 이를 위해 청송군은 골고루 꼭 맞는 보편적 복지 실현으로 청송군 주민의 삶을 변화시킬 공약사업을 추진하고 있다.

 

어르신들의 사회 참여를 확대하여 활력 넘치는 생활과 경제적 여유가 있는 노후를 보장하고자 행복일자리 지원 사업을 확대하고 문화, 교양, 취미활동 공간이 될 거점 경로당 운영으로 다양한 복지 서비스를 제공한다.

 

또한, 이웃사촌 복지센터 운영 지원으로 이웃이 이웃을 돌보는 인적 안전망을 구축하여 지역사회 복지 문제 해결에 주민 참여를 유도할 방침이다. 여기에 더해 군민의 이동권을 보장하고 보편적 복지를 완성하고자 군민 누구나 청송 버스를 무료로 이용하는 시스템을 구축하기 위해 중앙정부와 긴밀하게 협의를 진행하고 있다.

 

윤경희 청송군수는 “청송군을 변화시킬 공약 사업을 일방적으로 추진하지는 않겠다.”며, “윤곽이 드러난 공약사업은 군민배심원단을 구성하여 실현 가능성과 미비점을 보완하는 과정을 거쳐 확정하고, 추진 과정에서도 군민과 끊임없이 소통하여 민선8기 임기 내 ｢하나되는 청송, 그 이상의 도약｣을 이루어 내겠다.”고 포부를 밝혔다.

First of all, after taking office, each department was asked to review the pledge project in detail, and a specific direction of implementation was set through a business report. Yoon Kyung-hee's pledge, which will be finalized after a meeting of the county's jury, focuses on "innovating the agricultural system," "building a tourism foundation that creates jobs," "creating a clean urban environment," "realizing universal welfare," and "sympathetic administration of communication and cooperation."

 

Innovation in the agricultural system for the future rural areas focuses on improving the crop disaster insurance system, operating the Agricultural and Livestock Products Price Stabilization Fund, and creating a multi-farm orchard to strengthen the competitiveness of Cheongsong apples. Stronger typhoons are expected to damage Cheongsong-gun more often due to climate change, but high crop disaster insurance rates are putting a heavy burden on farmers and military finances. Accordingly, Cheongsong-gun is working in various ways to develop a logic to strengthen the national responsibility for agricultural disasters, abolish the regional premium surcharge, and raise the national government burden rate from 50% to be accepted by the central government.

 

In addition, it has set a goal of creating more than 10 billion won in price stabilization funds, which are currently 5 billion, to support part of the difference between wholesale market prices and production costs when agricultural prices fall. In order to improve the quality of Cheongsong apples and lack of rural workers, the government plans to actively support the creation of multi-farm orchards.

 

In addition, Cheongsong-gun intends to revive the local commercial district and revitalize the region by establishing a foundation for the tourism industry that creates jobs. The population decline is a national phenomenon, and the trend cannot be changed in a short period of time, but the government is promoting the creation of a forest leisure resort complex and the establishment of a forest youth academy to make new changes in Cheongsong by using local resources.

 

The Forest Leports Recreation Complex and the Forest Youth Academy are tourism-based projects that attract consumable tourists to the region, and are expected to serve as the basis for Cheongsong-type job creation and a smiling win-win economy. In addition, it has completed a plan to develop the Cheongsong Garden, an oxygen cafe, which has been steadily increasing in number of tourists since its opening, as a wedding landmark.

 

The residential environment is an important factor in determining the thoughts and culture of the residents living there. Cheongsong-gun has a beautiful natural scenery, but it was true that the spatial environment where local residents lived was underdeveloped and inconvenient. Accordingly, the front-line neutralization project in Cheongsong-eup and Jinbo-myeon to create a clean urban environment is proceeding smoothly, and from 2023, the front-line neutralization project in Hyeonseo, Andeok, Hyeondong, and Bunam locations will be started in earnest to change the urban environment.

 

It is also actively preparing to expand liquefied petroleum gas supply facilities, spread eco-friendly cars, build charging infrastructure, and promote park golf courses in Sannam without a hitch to fulfill its pledge to allow residents to enjoy leisure activities in a pleasant urban environment.

 

Cheongsong, which becomes one, is completed in welfare. To this end, Cheongsong-gun is promoting a pledge project that will change the lives of Cheongsong-gun residents by realizing universal welfare that fits evenly.

 

In order to expand the social participation of the elderly to ensure a vibrant life and economic retirement, it will expand the happiness job support project and provide various welfare services by operating a hub for senior citizens who will become a cultural, cultural, and hobby space.

 

In addition, the government plans to encourage residents to participate in solving community welfare problems by establishing a human safety net in which neighbors take care of their neighbors by supporting the operation of the neighborhood welfare center.
