[시사뉴스 강영진 기자] 경북도가‘메타버스 수도 경북’을 향한 중요한 발걸음을 내딛었다.

 

경북도는 10월 6일 언론브리핑을 통해 메타버스 신산업 육성 종합대책인「메타버스 수도 경북 기본계획」을 발표하고, 메타버스를 통해 지방시대를 주도하고 세계 대표 메타버스 선도지역으로 발전하겠다는 입장을 표명했다.

 

경북도청 브리핑룸에서 진행된 이날 언론브리핑에는 이철우 경상북도지사, 최성광 메타경북 민관합동추진위원장, 유철균 대구경북연구원장을 비롯한 관계자들이 참석했다.

 

이날 브리핑에 따르면, 「메타버스 수도 경북 기본계획」의 3대 방향은 ▲새로운 기회를 창출하는‘돈 되는 메타버스’, ▲새로운 관계를 창출하는‘사람이 몰리는 메타버스’, ▲새로운 영토를 창출하는‘디지털로 통합하는 메타버스’다.

 

이를 위해 경북도는 인문과 디지털이 융합된 경북형 메타버스 특화사업으로 ❶한류 메타버스 거점 조성과 ❷글로벌 메타버스 혁신특구 조성을 중점적으로 추진한다.

 

글로벌 한류 메타버스 거점 조성을 위해서는 ▲한류 통합 커뮤니케이션 센터, ▲한류 메타버스 월드, ▲메타버스 데이터센터 설립을 추진할 예정이다.

 

이를 통해 세계적 브랜드인 한류 콘텐츠를 지속적으로 성장․확산시킬 글로벌 플랫폼을 구축하고 한류 쇼어링(Shoring)을 주도할 계획이다.

 

‘한류 통합 커뮤니케이션 센터’내에는 글로벌 한류 이벤트를 전세계 108개국에 24시간 중계할 수 있는 메타버스 공연장과 한류 팬덤 커뮤니티를 위한 팬덤 몰 등을 조성한다.

 

‘한류 메타버스 월드’는 전세계 사용자들이 한류콘텐츠를 즐길 수 있는 가상공간을 제공하고 메타버스 플랫폼을 통해 이들의 한류콘텐츠 재창작을 지원할 계획이다.

 

데이터 중심의 개방형 메타버스 융합시설인‘메타버스 데이터센터’는 메타버스 컴퓨팅 및 콘텐츠 고도화, 실증창업 지원, 개발인력 양성 등의 기능을 수행할 것으로 기대된다.

 

또한 경북도는 글로벌 메타버스 혁신특구를 조성해 국내 메타버스 융합산업을 선도하고 글로벌 진출을 위한 전진기지로 육성할 방침이다.

 

정부의‘글로벌 혁신특구 정책’과 연계해 규제특례, 조세감면, 정주여건 등 지원 인프라를 조성하고, 혁신특구 내 세계적 수준의 메타버스 테스트베드를 구축하여 국내외 기업 및 연구소를 유치하고 집적화한다는 계획이다.

 

경북도는 글로벌 메타버스 산업(제조) 거점을 허브로 ▲콘텐츠 거점, ▲인력양성 거점, ▲디지털 미디어 거점, ▲혁신스타트업 거점 조성도 순차적으로 추진할 계획이다.

 

콘텐츠 거점에는 콘텐츠산업 인프라 구축, 콘텐츠 비즈니스 모델 개발, 크리에이터 양성 등을 통해 연구-제작-창업-체험-융복합으로 이어지는 메타버스 콘텐츠 원스톱 생태계를 조성한다.

 

정신문화와 문화유산 콘텐츠를 메타버스로 융합하고, 핵심유적의 디지털 복원을 통해 K-콘텐츠의 매력을 전세계로 확산시킬 계획이다.

 

인력양성 거점에는 지난 8월 관계부처 합동으로 발표한‘디지털 인재양성 종합방안’과 연계해 민․관 협력을 통한 지속 가능한 메타버스 인재양성 생태계를 구축한다.

 

교육생을 위한 차세대 메타버스 융합기술과 실무 상용화 기술 교육 인프라를 구축하고, 유형별 자기 주도형 인재 양성 및 예비 창업그룹 발굴, 경영 컨설팅, 창업 공간 지원 등 맞춤형 올인원 패키지를 지원할 계획이다.

 

디지털 미디어 거점에서는 야외 촬영장, 실내 스튜디오, 그리고 버추얼 프로덕션을 융합한 메타버스 영상제작 원스톱 환경을 구축하여 대한민국 최초의 토털(Total) 스튜디오 솔루션을 제공한다.

 

또한 거점 내 관련 스타트업, 벤처기업 등을 육성하여 메타버스 영상산업의 중심으로 만들어 나갈 계획이다.

 

혁신스타트업 거점에서는 스타트업 밸리를 중심으로‘메타 융합 소셜 랜드마크’를 구축하고, 스타트업 메타 스튜디오, 스타트업 파크 메타버스, 메타 유니버시티, 거리 리빙랩 등의 사업을 추진한다.

 

글로벌 창업 기관, 기업과 실시간 연계를 통해 창업문화 인프라를 제공하고, 전방위에 걸친 스타트업 프로그램을 메타버스 환경으로 재창조하여 유기적인 융합 공간을 상시 제공할 계획이다.

 

또한 경북도는 기본계획의 원활한 달성을 위해 ❶기반 조성, ❷인력 양성, ❸기업 육성, ❹생태계 활성 등 분야별 메타버스 사업 역시 차질 없이 추진할 것임을 밝혔다.

 

먼저 메타버스 수도 경북으로 나아가기 위한 핵심 인프라 체계를 구축한다.

 

전국 최초로 메타버스 컨트롤타워인‘메타버스융합진흥센터’를 설립하여 메타버스 산업 육성, 융합 진흥, 생태계 조성을 체계적으로 진행할 계획이다.

 

또한 정부 공모로 확정된‘동북권 메타버스 허브’와의 연계를 통해 지역 주력 산업과 메타버스의 융합을 촉진하는 등 시너지 효과를 창출할 예정이다.

 

이 외에도 시민 참여를 통해 미래 세대를 위한 공동체 가치 서비스를 발굴 및 개발하는‘사회혁신센터’를 구축하고

 

정부 120대 국정과제 방향에 부합하는 Big-프로젝트를 선제적으로 발굴하고 구체화할‘메타 Big-프로젝트 워킹그룹’등도 운영한다.

 

디지털 대전환 시대를 맞이하여 전문성과 실무 능력을 갖춘 창의적 인재를 양성하기 위한 지원 체계도 구축할 계획이다.

 

대학생과 기업을 대상으로 맞춤형 교육을 제공하여 메타버스 개발자․창작자 등 전문가를 양성하는‘메타버스 아카데미’는 지난 9월부터 개강했으며 정부 디지털 인재양성 정책과 연계해 확장 운영될 예정이다.

 

道內 대학과 해외 대학 공동 학위 및 비학위 교육과정 개설 등으로 세계적 수준의 전문 인력을 양성하고, 메타버스 융합대학원 설립도 추진한다.

 

이 외에도 전국(국제) 대학생들과‘청년 메타버스 창작 페스티벌’,‘국제 청년 메타버스 컨퍼런스’등을 개최하여 청년들의 창의적 아이디어를 정책에 접목할 계획이다.

 

한편 경북도는 올해 말까지 도청 내에‘메타버스 체험센터’를 조성하여 시․도민들에게 다양한 메타버스 체험 서비스를 제공하는 것을 목표로 하고 있다.

 

경북도는 기업 창업, 사업화 지원 및 성장을 위한 행정적 지원 역시 아끼지 않을 예정이다.

 

‘경북형 지역뉴딜 벤처펀드’를 활용해 지역 내 우수 스타트업 발굴․육성․투자까지 연계되는 선순환의 벤처 생태계를 조성한다.

 

또한‘메타버스 얼라이언스 프로젝트’를 통해 기업의 메타버스 핵심기술과 콘텐츠 개발을 지원하고, 메타버스 융합 특화 서비스 및 콘텐츠를 발굴할 계획이다.

 

이 외에도 제조 산업의 근로 환경 개선 및 생산성 향상을 위한‘5G 특화망 기반 메타버스 산업단지’구축, 산업단지 내 안전한 근무 환경을 위한‘XR 메타버스 안전 산단’구축 등을 추진할 예정이다.

 

마지막으로 경북도는 다양한 계층의 도민이 이용할 수 있도록 메타버스 생태계 활성화를 위해 많은 노력을 기울일 계획이다.

 

우선 메타버스와 공항(Airport)을 결합한 메타버스 특화 플랫폼인‘메타포트’를 구축할 계획이다.

 

메타포트는 대구․경북 통합신공항을 메인 플랫폼으로 하여 신공항 가상 체험, 전국 최초의 메타버스 면세점 이용, 지역 특산물 구입, 관광지 투어 서비스 등을 제공한다.

 

또한 플랫폼 방문객들에게는 경북도민의 권한과 자격을 부여하는‘메타버스 도민증’을 발급하여 도민 혜택과 서비스를 제공할 예정이다.

 

뿐만 아니라‘신라왕경 디지털 복원’을 통해 세계문화유산인 신라왕경을 시공간 제약이 없는 콘텐츠로 시‧도민들에게 선보인다.

 

현재 국회에서는「메타버스산업진흥법안」과 같은 메타버스 관련 법 제정이 추진 중으로,

 

경북도는 이와 연계해, 법 제정의 효과가 지역 산업 생태계 전반으로 확산될 수 있도록 ‘경북 메타버스 산업 육성 조례’를 제정할 계획이다.

 

이러한 기본계획 추진을 통해 경북도는 2026년까지 ▲메타버스 육성 거점 5곳 구축, ▲R&D 콘텐츠 150건 개발, ▲마케팅․인증․실증 등 기업 1,615개社 지원, ▲크리에이터 등 인력 6,260명 양성, ▲가상도민(메타인구) 1천만 명 유치를 목표로 하고 있다.

 

한편, 대구경북연구원과 경북테크노파크에 따르면 기본계획이 성공적으로 이행되는 경우,

 

지역에는 생산유발효과 6,889억원, 부가가치유발효과 3,275억원, 취업유발효과 5,353명의 지역경제 파급효과가 창출될 것으로 예측된다.

 

전국적으로는 생산유발효과 1조 126억원, 부가가치유발효과 4,586억원, 취업유발효과 7,208명의 경제 파급효과를 창출할 것으로 분석되고 있다.

 

경북도는 올해 2월‘메타버스 수도 경북’비전 선포 후, 이를 위한 마중물 예산 769억 원(국비 481억 원)을 확보하는 성과를 보였다.

 

3월에는 서울특별시와 메타버스 업무협약을 체결하였으며, 8월에는 메타버스 시대 주역인 전국(세계)대학 메타버스 연합회와‘청년이 모이는 메타경북 조성’에 힘을 모으기로 했다.

 

이에 그치지 않고 9월에는 관세청, 한국면세점협회와 전국 최초로 메타버스 면세점 구축협약을 체결하고 세계 최고 기술을 보유한 독일 프라운호퍼 연구소와 메타버스 관련 공동기술협력 및 공동연구개발을 위한 업무협약을 체결하는 등 유의미한 성과를 거뒀다.

 

이철우 경북도지사는 “4차 산업혁명 시대 무한 경쟁에 직면한 경북이 다시 과거의 영광을 누리기 위해서는 메타버스 시대의 주도권을 차지해야 한다.”고 밝히면서,

 

“경북이 대한민국을 넘어 세계적인 메타버스 수도로 도약하기 위해 道뿐만 아니라, 중앙정부와 시․도민 여러분들이 함께 힘을 모아줄 것.”을 당부했다.

 

메타버스(Metaverse)는 초월을 의미하는‘메타(Meta)’와 세계를 의미하는‘유니버스(Universe)’의 합성어로, 가상과 현실이 융합된 공간에서 사람․사물이 상호작용하며 경제․사회․문화적 가치를 창출하는 세계를 뜻한다.

 

메타버스는 가상융합기술(XR), 인공지능, 데이터, 디지털 트윈, 블록체인 등 다양한 정보통신기술(ICT)의 융합체로 4차‧5차 산업혁명을 주도할 새로운 기술로 부상하고 있다.

 

세계적인 경영 컨설팅 회사인 미국의 맥킨지社는 2030년 세계 메타버스 시장 규모를 최대 5조 달러(약 6,425조 원)로 예측한다.

On October 6, North Gyeongsang Province announced the Metaverse Capital Gyeongbuk Basic Plan, a comprehensive measure to foster the new metaverse industry, and expressed its position to lead the local era and develop into a leading metaverse region in the world.

 

The press briefing, which was held at the briefing room of the Gyeongbuk Provincial Government, was attended by officials including Lee Chul-woo, governor of Gyeongsangbuk-do, Choi Sung-kwang, chairman of the Meta-Gyeongbuk Public-Private Promotion Committee, and Yoo Chul-kyun, head of the Daegu Gyeongbuk Research Institute.

 

According to the briefing, the three directions of the Metabus Capital Gyeongbuk Basic Plan are ▲ "Money Metabus" that creates new opportunities, ▲ "Metabus where people flock" that creates new relationships, and ▲ "Digital Integration Metabus" that creates new territories.

 

To this end, Gyeongsangbuk-do will focus on creating a hub for Hallyu metaverse and creating a special global metaverse innovation zone as a Gyeongbuk-type metaverse special project that combines humanities and digital.

In order to create a global Hallyu metaverse base, the ▲ Hallyu Integrated Communication Center, ▲ Hallyu metaverse world, and ▲ metaverse data center will be established.

 

Through this, it plans to establish a global platform that will continue to grow and spread Hallyu content, a global brand, and lead Hallyu Shoring.

 

Inside the "Hallyu Integrated Communication Center," a metaverse concert hall where global Hallyu events can be broadcast 24 hours a day to 108 countries around the world, and a fandom mall for the Korean Wave fandom community will be created.

 

The "Hallyu Metaverse World" plans to provide a virtual space for users around the world to enjoy Korean Wave content and support their re-creation of Korean Wave content through the Metaverse platform.

 

The 'Metabus Data Center', an open metaverse convergence facility centered on data, is expected to perform functions such as metaverse computing and content advancement, support for empirical start-ups, and foster development personnel.

 

In addition, Gyeongsangbuk-do plans to create a special global metaverse innovation zone to lead the domestic metaverse convergence industry and foster it as a forward base for global expansion.

 

It plans to create support infrastructure such as regulatory special cases, tax cuts, and settlement conditions in connection with the government's Global Innovation Zone Policy, and to attract and integrate domestic and foreign companies and research institutes by establishing a world-class metaverse test bed in the innovation zone.

 

North Gyeongsang Province plans to build a ▲ content base, ▲ manpower training base, ▲ digital media base, and ▲ innovation startup base based on the global metaverse industry (manufacturing) hub.

 

At the content base, it will create a one-stop ecosystem of metaverse content that leads to research-production-start-up-experience-convergence by building content industry infrastructure, developing content business models, and training creators.

 

It plans to fuse mental culture and cultural heritage contents with metaverse and spread the charm of K-content around the world through digital restoration of core relics.

 

In connection with the "Comprehensive Plan for Digital Talent Development" jointly announced by related ministries in August, it will establish a sustainable metaverse talent training ecosystem through public-private cooperation.

 

It plans to build next-generation metaverse convergence technology and practical commercialization technology education infrastructure for trainees, and support customized all-in-one packages such as self-directed talent training by type, finding preliminary start-up groups, management consulting, and start-up space support.

 

The digital media base provides Korea's first total studio solution by establishing a one-stop environment for metaverse video production that combines outdoor filming sites, indoor studios, and virtual production.

It also plans to foster related startups and venture companies in the base to create them as the center of the metaverse video industry.

 

Innovative startup hubs will establish a "meta convergence social landmark" centered on startup valley and promote projects such as startup meta studio, startup park metaverse, meta university, and street living lab.

 

It plans to provide start-up culture infrastructure through real-time connection with global start-up institutions and companies, and to provide organic convergence spaces at all times by recreating all-round startup programs into a metaverse environment.

 

In addition, Gyeongsangbuk-do announced that it will carry out metaverse projects in each field without a hitch, such as creating a foundation for ❶, training ❷ manpower, fostering ❹ companies, and activating ❸ ecosystems to achieve the basic plan smoothly.

 

First, a core infrastructure system will be established to move to North Gyeongsang Province.

 

It plans to establish the Metaverse Convergence Promotion Center, the first metaverse control tower in the country, to systematically foster the metaverse industry, promote convergence, and create an ecosystem.

 

It will also create synergy effects by promoting the convergence of metaverse with local major industries through the connection with the "Northeast Metaverse Hub," which has been confirmed by the government's public offering.

 

In addition, it establishes a "social innovation center" that discovers and develops community value services for future generations through civic participation.

 

It will also operate a "meta big-project working group" that will proactively discover and materialize Big-projects that meet the direction of the government's 120 major national tasks.

 

In the era of digital transformation, a support system is also planned to be established to cultivate creative talents with expertise and practical skills.

 

The Metabus Academy, which provides customized education for college students and companies to train experts such as metaverse developers and creators, has opened since September and will be expanded in connection with the government's digital talent training policy.

 

It will train world-class professionals by opening joint degrees and non-degree curricula between provincial and overseas universities, and also promote the establishment of Metaverse Graduate School of Convergence.

 

In addition, it plans to hold a Youth Metaverse Creative Festival and an International Youth Metaverse Conference with university students across the country to incorporate young people's creative ideas into policies.

 

Meanwhile, Gyeongsangbuk-do aims to create a Metaverse Experience Center" in the provincial government by the end of this year to provide various metaverse experience services to cities and residents."

 

Gyeongsangbuk-do will also spare no administrative support for corporate start-ups, commercialization support, and growth.

 

By utilizing the "Gyeongbuk-type Regional New Deal Venture Fund," it will create a virtuous cycle of venture ecosystem that will link the discovery, development, and investment of excellent startups in the region.

 

It also plans to support the development of core metaverse technologies and contents of companies through the "Metaverse Alliance Project" and discover metaverse convergence specialized services and contents.

 

In addition, it plans to build a "5G specialized network-based metaverse industrial complex" to improve the working environment and productivity of the manufacturing industry, and an "XR metaverse safety industrial complex" for a safe working environment in the industrial complex.

 

Lastly, Gyeongsangbuk-do plans to make great efforts to revitalize the metaverse ecosystem so that it can be used by residents of various classes.

 

First of all, it plans to build MetaPort, a metaverse-specific platform that combines metaverse and airport.

 

Metaport offers virtual experiences at the new airport, the nation's first metaverse duty-free shop, purchases of local specialties, and tour services to tourist destinations, with Daegu-Gyeongbuk Integrated New Airport as its main platform.

 

In addition, visitors to the platform will be issued a Metabus Citizenship Card, which grants the authority and qualifications of Gyeongbuk residents, to provide residents with benefits and services.

 

In addition, through the "Digital Restoration of Silla Wanggyeong," Silla Wanggyeong, a world cultural heritage, will be presented to the city and residents as content without space-time restrictions.

 

Currently, the National Assembly is promoting the enactment of metaverse-related laws such as the Metaverse Industry Promotion Act.

 

In connection with this, North Gyeongsang Province plans to enact the Gyeongbuk Metaverse Industry Promotion Ordinance so that the effect of the legislation can spread throughout the local industrial ecosystem.

Through this basic plan, Gyeongsangbuk-do aims to establish five ▲ metaverse fostering bases, develop 150 ▲ R&D contents, support 1,615 companies such as ▲ marketing, certification, and demonstration, train 6,260 people including ▲ creators, and attract 10 million ▲ virtual residents (meta population).

 

Meanwhile, according to the Daegu Gyeongbuk Research Institute and Gyeongbuk Techno Park, if the basic plan is successfully implemented,

 

In the region, the production inducement effect is expected to be 688.9 billion won, the value-added inducement effect is expected to be 327.5 billion won, and the employment inducement effect is expected to be created.

 

It is analyzed that it will create an economic ripple effect of KRW 1.126 trillion in production inducement effect, KRW 458.6 billion in value-added inducement effect, and 7,208 employment inducement effect nationwide.

 

North Gyeongsang Province has secured 76.9 billion won (48.1 billion won in national budget) for priming water after declaring its vision of the Metabus Capital Gyeongbuk in February this year.

 

In March, the Metaverse Business Agreement was signed with the Seoul Metaverse City, and in August, the National Association of Universities (World) Metaverse, the main players of the Metaverse era, and the creation of Meta-Gyeongbuk where young people gather.

 

In September, the Korea Customs Service and the Korea Duty Free Association signed a contract to build a metaverse duty-free shop for the first time in the country and signed a business agreement with the Fraunhofer Institute in Germany for cooperation and joint research and development on metaverse.

 

Gyeongbuk Province Governor Lee Chul-woo said, "In order for Gyeongbuk, which faces infinite competition in the era of the Fourth Industrial Revolution, to enjoy the glory of the past again, it must take the lead in the metaverse era."

 

"Not only the province but also the central government and the city and provincial residents will join forces to make Gyeongbuk a global metaverse capital beyond the Republic of Korea," he said.

 

Metaverse is a combination of Meta, which means transcendence, and Universe, which means the world, and refers to a world where people and things interact in a space where virtual and reality are fused to create economic, social, and cultural values.

 

Metaverse is a fusion of various information and communication technologies (ICTs) such as virtual convergence technology (XR), artificial intelligence, data, digital twin, and blockchain, and is emerging as a new technology that will lead the 4th and 5th industrial revolutions.

 

McKinsey of the U.S., a global management consulting firm, predicts the size of the global metaverse market to be up to $5 trillion (about 6,425 trillion won) by 2030.
