[시사뉴스 강영진 기자] 북한이 지난 2일 8시 51분 경, 동해상으로 탄도미사일 3발을 발사했습니다.

 

특히, 발사한 미사일 3발 중 1발이 울릉도와 독도를 향해 울릉도에 공습경보가 발령되는 초유의 사태가 발생했습니다.

 

북한의 탄도미사일이 NLL을 넘어 남쪽으로 향한 것은 남북 분단 이래 처음이며, 이는 북한의 광기가 극단으로 치닫고 있음을 보여주는 명백한 증거입니다.

 

동포를 인질삼아 미치광이처럼 미사일을 난사하며 반민족적인 전쟁놀음을 벌이는 김정은과 북한 정권을 강력히 규탄합니다.

 

김정은과 북한 정권의 벼랑 끝 도발이 더 세질수록 비참한 파멸의 시간도 더 빨라진다는 것을 분명히 알아야 할 것입니다.

 

아울러 지난 5년간 위장 평화쇼에 놀아난 아니 그 쇼를 기획하고 연출한 문재인 정부와 민주당은 이처럼 우리 국민이 실제로 전쟁 위협에 노출되게 만든 이 사태에 대해 책임을 통감하고 국민 앞에 사과해야 할 것입니다.

 

저는 북한이 울릉도와 독도를 향해 쏜 미사일에 놀라고 당황했을 울릉군민들을 만나 위로하고, 울릉군의 유사시 대응 체계를 점검하기 위해 어제 급히 울릉도를 다녀왔습니다.

 

하루를 시작하는 때에 울린 급작스러운 사이렌 소리에 많은 울릉군민들과 관광객들은 황급히 대피할 곳을 찾기도 했고, 사태 파악을 못해 어리둥절해 하기도 했습니다.

 

미사일이 실제로 울릉도에 떨어졌다면 울릉도는 아비규환이 되었을 것입니다.

 

현재 울릉도에 공습경보 상황 시 주민 대피 가능한 지하 공간이 8곳으로 지정돼 있지만 건물 지하에 기계실, 창고 등으로 쓰이고 있으며 면적도 협소해 제대로 된 대피 시설이라 하기 어려운 실정입니다.

 

이 8개 장소에 수용 가능한 인원이 3천여 명이라고 하는데 눈으로 확인했을 때 이는 과장된 수치이며 이마저 울릉도 주민의 35% 수준에 불과합니다.

 

울릉도를 드나드는 1만여 명의 관광객까지 고려하면 유사시 울릉도 대피 시설은 부재하다고 해도 과언이 아닙니다.

 

정부는 유사시 주민과 관광객들이 안전하게 대피할 수 있도록 신속히 대피 시설 건립 계획을 세워야 합니다.

 

일주도로 터널을 확충하면서 벙커형 대피시설을 조성하는 것이 가장 확실한 해법입니다.

 

하지만 대피 시설 확보의 시급성을 고려한다면 울릉초등학교, 울릉고등학교 등 학교시설복합화 사업을 추진해 대피 시설을 긴급히 마련할 수 있을 것입니다.

 

평상시 이 공간을 주차장으로 이용한다면 만성적인 울릉도 주차 문제 해결에도 큰 도움이 될 것입니다.

 

행정안전부와 교육부, 경북교육청과 경상북도 그리고 울릉군이 학교시설복합화 사업을 통해 울릉도에 대피 시설을 조기에 건립할 수 있도록 당장 사업 추진 협의체의 구성을 촉구합니다.

 

뿐만 아니라 공습경보 발령 및 전파체계도 개선해야 합니다.

 

당일 오전 9시경 울릉도에 공습경보가 발령됐지만 정작 해당 지자체인 울릉군은 왜 사이렌이 울리는지, 왜 경보가 발령됐는지 알지 못했다고 합니다.

 

중앙정부나 군으로부터 어떤 정보도 전달받지 못했기 때문입니다.

 

공습경보 상황을 휴대전화 문자로 알려주는 재난문자는 경보 사이렌이 울리고 25분이 지나서야 주민들에게 발송되기도 했습니다.

 

실제 미사일이 울릉도를 향해 끝까지 날아왔다고 가정하면 이미 대량 인명피해가 발생한 뒤에야 미사일이 날아온다는 정보를 알린 셈입니다.

 

정부는 적의 공습 상황 발생 시 국민에게 정확하고 신속하게 정보를 전달할 수 있도록 상황 전파체계를 점검하고 미비사항은 즉시 보완해야 합니다. 특히 군과 정부, 정부와 지자체 간 전달 체계가 어떻게 설계되어 있고, 실제 정상 작동하는지 철저히 점검해야 합니다.

 

뿐만 아니라 울릉도의 의료인력 부재 상황도 조속히 개선해야 합니다.

 

가장 가까운 육지와도 160km나 떨어져 있는 울릉도의 유일한 의료기관은 보건의료원뿐입니다.

 

이 보건의료원에는 공중보건의 몇 명이 상근할 뿐이며 필수 진료과목인 내과, 산부인과, 응급의학과 전문의는 전무합니다.

 

북한의 도발이나 재해 등으로 인해 울릉군민과 관광객이 중상을 당할 경우 적시에 적절한 치료를 받기 어렵습니다.

 

국가의 제1 책무는 국민의 생명과 안전을 지키는 일입니다.

 

9천여 명의 울릉군민과 매년 수십만 명에 달하는 울릉도 방문객들이 제대로 된 의료서비스를 제공받을 수 있도록 정부는 전문 의료인력 배치에 책임을 져야 할 것이다.

 

신속한 영공수호 대응을 위해 울릉공항 활주로 연장도 적극 검토해야 합니다.

 

울릉도와 독도는 환동해 중심지에 위치한 전략적 요충지로 유사시 우리 군 자원이 울릉공항 활주로를 적극 활용할 수 있도록 활주로 추가 연장이 필요합니다.

 

우리 영토 울릉도와 독도를 안전한 섬으로 만들기 위한 특단의 대책을 정부에 촉구합니다.

 

국회 행정안전위원회에도 「서해5도 지원 특별법」에 울릉도와 독도를 포함하는 개정안을 조속히 통과시켜줄 것을 촉구합니다.

 

울릉도와 독도는 서해5도와 마찬가지로 동해 유일의 접경지역으로서 특수한 지정학적 위치를 차지하고 있습니다. 그럼에도 불구하고 기존의 관련 법률만으로는 울릉도와 독도 지역 주민들에 대한 안전한 주거환경 확보와 생활안전 및 복지향상을 위한 정책적 지원이 어려운 실정입니다.

 

2020년 6월 25일 발의되어 2년 넘게 계류되어 있는 「서해5도 지원 특별법 일부개정법률안」을 조속히 통과시켜주시기 바랍니다.

 

아울러 국회가 이번 정기국회에서 국민안전 확보를 위한 예산 확보에 힘을 모아야 하며 이번 미사일 공습을 계기로 울릉군에 대피 시설과 의료인력 확충에 적극 협조해 줄 것을 간곡히 호소드립니다.

I hurriedly visited Ulleungdo Island yesterday to comfort the people of Ulleung-gun who were surprised and embarrassed by the missiles North Korea fired at Ulleungdo and Dokdo, and to check Ulleung-gun's emergency response system.

 

At the start of the day, many Ulleung-gun residents and tourists hurriedly found a place to evacuate and were puzzled because they could not grasp the situation.

 

If the missile actually landed on Ulleungdo Island, Ulleungdo Island would have been a disaster.

 

Currently, eight underground spaces are designated on Ulleungdo Island to evacuate residents in the event of an air raid warning, but they are used as machine rooms and warehouses under the building, and the area is small, making it difficult to call it a proper evacuation facility.

 

It is said that the number of people who can accommodate these eight places is 3,000, which is an exaggerated figure and is only 35% of Ulleungdo residents.

 

Considering the 10,000 tourists entering and leaving Ulleungdo Island, it is no exaggeration to say that there is no Ulleungdo evacuation facility in case of an emergency.

 

The government should quickly plan to build evacuation facilities so that residents and tourists can evacuate safely in case of an emergency.

 

The most obvious solution is to create a bunker-type evacuation facility while expanding the tunnel around the road.

 

However, considering the urgency of securing evacuation facilities, we will be able to urgently prepare evacuation facilities by promoting school facility complex projects such as Ulleung Elementary School and Ulleung High School.

 

If you usually use this space as a parking lot, it will also be of great help to solve the chronic Ulleungdo parking problem.

 

We urge the Ministry of Public Administration and Security, the Ministry of Education, the Gyeongbuk Office of Education, Gyeongsangbuk-do, and Ulleung-gun to immediately form a project to build evacuation facilities on Ulleungdo Island through the school facility complex project.

 

In addition, the air raid warning and transmission system should be improved.

 

An air raid warning was issued on Ulleungdo Island around 9 a.m. on the same day, but Ulleung-gun, the local government, did not know why the siren sounded or why the warning was issued.

 

Because we didn't get any information from the central government or the military.

 

Disaster text messages that informed the situation of air raid warnings by mobile phone were not sent to residents until 25 minutes after the alarm siren sounded.

 

Assuming that the actual missile flew all the way toward Ulleungdo Island, it informed that the missile would only fly after mass casualties had already occurred.

 

The government should check the transmission system of the situation so that information can be accurately and quickly delivered to the people in the event of an enemy air raid, and immediately compensate for any deficiencies. In particular, it is necessary to thoroughly check how the delivery system between the military and the government, the government and local governments is designed and actually works normally.

 

In addition, the absence of medical personnel in Ulleungdo Island should be improved as soon as possible.

 

The only medical institution on Ulleungdo Island, 160km away from the nearest land, is the Health and Medical Center.

 

There are only a few full-time public health doctors in this health center, and there are no specialists in internal medicine, obstetrics, or emergency medicine, which are essential medical subjects.

 

If Ulleung-gun residents and tourists are seriously injured due to North Korea's provocations or disasters, it is difficult to receive proper treatment in a timely manner.

 

The nation's first responsibility is to protect the lives and safety of its people.

 

The government will be responsible for deploying professional medical personnel so that 9,000 Ulleung-gun residents and hundreds of thousands of Ulleungdo visitors can receive proper medical services every year.

 

In order to respond quickly to airspace protection, the runway extension of Ulleung Airport should also be actively considered.

 

Ulleungdo Island and Dokdo Island are strategic points located in the center of the East Sea, and additional runway extension is needed so that our military resources can actively utilize the runway of Ulleung Airport in case of an emergency.

 

We urge the government to take special measures to make our territory Ulleungdo and Dokdo safe islands.

 

We also urge the National Assembly's Administrative Safety Committee to pass amendments including Ulleungdo and Dokdo as soon as possible in the Special Act on Support for the Five Islands of the West Sea.

 

Ulleungdo Island and Dokdo Island, like the five islands of the West Sea, occupy a special geopolitical position as the only border area in the East Sea. Nevertheless, it is difficult to provide policy support to secure a safe residential environment for residents of Ulleungdo Island and Dokdo Island and to improve living safety and welfare with existing related laws alone.

 

Please pass the Partial Amendment of the Special Act on Support for the 5th Province of the West Sea, which was proposed on June 25, 2020 and has been pending for more than two years.

 

In addition, we sincerely appeal to Ulleung-gun to actively cooperate in expanding evacuation facilities and medical personnel in the wake of the missile strike, as the National Assembly should work together to secure a budget to secure public safety at this regular session of the National Assembly.
