[시사뉴스 강영진 기자] 영덕군은 군민의 정치참여를 권장하고 지역 민주주의를 바탕으로 한 지방자치를 실현하기 위해 지난 3일 군청 대회의실에서 ‘2022년 영덕군 주민배심원제’를 개최․운영했다.
(사)한국매니페스토실천본부가 주관하는 주민배심원제는 민선8기 공약 실천계획의 기조와 방향을 설정하는 과정에서 지역주민과 지자체장이 상호 공감하는 신뢰행정 모델을 발굴하고 확산하고자 이번 한 달간 3차례의 회의를 거쳐 공약의 적정성 여부, 실천계획 조정 및 확정, 아이디어 및 개선방안 등의 내용으로 주민배심원들이 직접 심의하게 된다.
주민배심원은 지난 한 달간 주민등록상 만 19세 이상의 지역 거주 주민들을 대상으로 유선전화 ARS 무작위 추첨 방식으로 200명의 후보자를 1차 선발하고, 참여 의사를 밝힌 주민을 대상으로 2차 전화 면접을 거쳐 최종 35명으로 구성됐다.
배심원의 선발기준은 대표성을 확보하기 위해 정책 이해도와 참여도가 높은 군민을 우선으로 선발됐으며, 단체장의 직계 가족과 정당 당직자 등은 제외됐다.
앞서 영덕군은 지난달 5일과 6일 이틀간 열린 ‘2023 예산편성 업무보고회’에서 자체 점검을 통해 지역개발 부문 11개, 문화관광 부문 10개, 농․수․축산 부문 6개, 교육․보건복지 부문 18개, 주민소통 부문 1개 사업 등 총 46건 5,441억 원 규모의 공약사업에 대한 실천계획을 마련해 주민배심원제에 대한 준비를 철저히 진행해 왔다.
김광열 영덕군수는 “군민과의 공개적인 약속인 공약을 민주적이고 공정하게 실천하기 위해 공약실천계획서 작성부터 주민들의 적극적인 참여를 유도해 정책의 책임성 제고와 군정의 갈등 요소를 완화해 나갈 것”이라 전했다.
또한 김 군수는 “전문가뿐만 아니라 군민이 참여하는 공약실천계획서를 마련하는 것은 주민들과 공감하는 참다운 지방자치를 실현하기 위함”이라고 그 뜻을 전했다.
한편, 영덕군은 지난 민선 6, 7기 동안 한국매니페스토실천본부가 실시한 전국 지자체 공약이행 평가에서 경북도 내 유일한 6년 연속 최우수(SA) 자치단체로 선정된 바 있다.

(G)The residents' jury system, organized by the Korea Manifesto Action Headquarters, will be deliberated by residents' jury on the adequacy of pledges, adjustment and confirmation of action plans, ideas and improvement measures through three meetings this month.
Over the past month, the resident jury selected 200 candidates through a random landline ARS lottery for residents aged 19 or older on resident registration, and consisted of the final 35 candidates after a second telephone interview with residents who expressed their intention to participate.
The jury's selection criteria were selected first by county residents with high understanding and participation in policies to secure representation, and the direct family of the head of the group and party officials were excluded.
Previously, Yeongdeok-gun prepared 46 pledges worth 544.1 billion won, including 11 regional development sectors, 10 cultural tourism sectors, 6 agriculture, water and livestock sectors, 18 education and health welfare sectors, and 1 community communication sector, to thoroughly prepare for the residents' jury system.
Yeongdeok-gun County Governor Kim Kwang-yeol said, "We will encourage residents to actively participate from the preparation of the pledge implementation plan to enhance the responsibility of the policy and ease conflicts between the military and the government."
In addition, Governor Kim said, "Preparing a pledge action plan involving not only experts but also county residents is to realize true local autonomy that sympathizes with residents."
Meanwhile, Yeongdeok-gun was selected as the only SA local government in Gyeongsangbuk-do for six consecutive years in a national local government pledge implementation evaluation conducted by the Korea Manifesto Practice Headquarters during the 6th and 7th popular elections.
